<br />. <br /> <br />Page 7 <br /> <br />Planning Commission Minutes <br />April 28. 1987 <br /> <br /> 1. <br /> 2. <br /> 3. <br /> 4. <br /> 5. <br /> 6. <br /> 7. <br />. 8. <br />9. <br /> 10. <br /> 11. <br /> 12. <br /> <br />Mr. Curtis Job stated his concern regarding the access to 190th Avenue <br />and indicated he would like to see an easement to allow for another exit. <br /> <br />Chairman Wilson closed the public hearing. <br /> <br />COMMISSIONER TEMPLE MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF <br />THE PRELIMINARY PLAT FOR ROYAL OAKS RIDGE WITH THE FOLLOWING <br />RECOMMENDATIONS: <br />THAT THE ERROR IN THE ZONING BE CORRECTED ON THE PLAT CHANGING THE <br />ZONE FROM R-1C TO R-1B AND THAT THE SETBACKS BE CORRECTED TO MEET <br />THE ZONING REQUIREMENTS OF AN R-1B ZONE; <br />THAT THE RECOMMENDATIONS FROM THE CITY ENGINEER BE INCORPORATED WITH <br />THE PRELIMINARY PLAT REGARDING DRAINAGE; <br />THAT CONCRETE CURB BE REQUIRED; <br />THAT THE INSTALLATION OF STREET LIGHTS BE REQUIRED; <br />THAT THE BUILDING AND ZONING ADMINISTRATOR'S RECOMMENDATION <br />REGARDING THE TARRED CUL-DE-SAC AND GRADING AND SEEDING BE ADHERED <br />TO; <br />THAT THE JOB EASEMENT BE ROUGH GRADED AND SEEDED; <br />THAT THE GRADING PLAN INCLUDE THE GRADING OF THE BUILDING SITE AS <br />WELL AS THE ROAD AND THAT THEY BE DONE SIMULTANEOUSLY; <br />THAT THE ROAD BE OF URBAN SECTION WITH 40 MPH DESIGN SPEED; <br />THAT $6.200 PARK DEDICATION FEE BE PAID TO THE CITY; <br />THAT BILL HARJU'S CONCERNS IN HIS LETTER DATED MARCH 23. 1987 BE <br />INCORPORATED INTO THE DEVELOPER'S AGREEMENT FOR THE PURPOSE OF <br />CONTROLLING EROSION; <br />THAT THE PLAT BE APPROVED CONTINGENT UPON THE CITY ACCEPTING <br />THIS AS A CITY PROJECT; <br />THAT FUTURE ROADS WILL BE FENCED TO ELIMINATE PEOPLE FROM MISUSING <br />THE LAND. <br /> <br />COMMISSONER KIMBALL SECONDED THE MOTION. THE MOTION PASSED 7-0. <br /> <br />The Planning Commission recessed for ten minutes. <br /> <br />14. Variance Request by Sherburne County/Public Hearing <br /> <br />. <br /> <br />Chairman Wilson indicated that Sherburne County is requesting a 7 foot <br />encroachment on the 45 foot maximum height allowed for buildings in a C-2 <br />zoned district to accommodate their new expansion to the Court House. <br /> <br />The architecht for the expansion was present and indicated that the <br />building was all concrete and. therefore. fire resistant and would all be <br />sprinkled. <br /> <br />Chairman Wilson read the five standards required by City Code in order <br />for a variance to be granted. Chairman Wilson opened the public hearing. <br />There being no one speaking for or against the matter. Chairman Wilson <br />closed the public hearing. <br />
