Barrington Place <br />PUD by M & S Development/Public Hearing <br /> <br />The Building and Zoning Administrator noted that M & S is requesting <br />preliminary and final plat review of Rep1at #6 of block 2. He indicated <br />the plat consists of 33 lots with one lot being a common lot which will <br />accommodate 32 units. <br /> <br />Chairman Wilson opened the public hearing. <br /> <br />Ms. Bobbindrier questioned why there were people waiting to occupy the <br />building. Mr. McLaughlin eXplained that two people must purchase before <br />occupancy is allowed in these units. <br /> <br />Chairman Wilson closed the public hearing. <br /> <br />Commissioner Fuchs questioned the <br />easement. Mr. McLaughlin indicated <br />complete the rip rap and stated <br />contractor to require rip rap. <br /> <br />rip rap needed along the drainage <br />that the previous contractor did not <br />the City should go back to that <br /> <br />Discussion was held regarding the phasing of the plat and whether all the <br />roads would be completed during the first phase. <br /> <br />COMMISSIONER FUCHS MOVED TO RECOMMEND TO THE CITY COUNCIL THAT APPROVAL <br />BE GRANTED TO M & S DEVELOPMENT FOR PRELIMINARY AND FINAL PLAT OF <br />BARRINGTON PLACE PUD REPLAT #6 WITH THE FOLLOWING RECOMMENDATIONS: <br /> <br />1. THAT THE ORIGINAI. GRADING AND DRAINAGE FOR THE ORIGINAL PLAT BE <br />ADHERED TO; <br />2. THAT THE WATER AND SEWER MAIN BE CITY OWNED WITH AN EASEMENT; <br />3. THAT THE CITY ATTORNEY REVIEW THE BY-LAWS PRIOR TO HAVING THE PLAT <br />RECORDED ; <br />4. THAT RIP RAP BE PROVIDED PER THE CITY ENGINEER'S RECOMMENDATION; <br />S . THAT THE DEVELOPER'S AGREEMENT INCLUDE: <br />A. ALL ROADWAYS TO BE INSTALLED IN PHASE ONE; <br />B. SEWER AND WATER TO BE STUBBED OUT ONTO INDIVIDUAL LOTS. <br /> <br />COMMISSIONER MORTON SECONDED THE MOTION. THE MOTION PASSED 7-0. <br /> <br />13. <br /> <br />Preliminary Plat Review of Royal Oaks Ridge by Gerald Smith/ <br />Public Hearing <br /> <br />The <br />the <br />did <br />been <br />from <br /> <br />Building and Zoning Administrator indicated this item was tabled at <br />March Planning Commission meeting. He stated the Planning Commission <br />discuss this item but tabled it because the drainage plan had not <br />submitted to the City Engineer. Mr. Rohlf discussed the letter <br />the City Engineer regarding drainage at this time. <br /> <br />Chairman Wilson opened the public hearing. <br />
