Stephen Rohlf. indicated that Parcel F <br />is the piece of property the lot would be split from and felt the <br />development of Parcel F should be looked at as a whole, especially <br />concerning the drainage of the entire area. He further indicated that <br />the impact daycare would have on the adjacent residential area should be <br />looked at and also some type of screening should be provided. <br /> <br />Mr. Ken Kanton stated that he is intending to use the trees as a buffer <br />and further stated he is aware that there will have to be adequate <br />drainage for his parcel and for the remaining parcel of land. <br /> <br />Discussion was held regarding access to Parcel F. <br /> <br />Commissioner Temple arrived at this time. <br /> <br />Chairman Wilson opened the public hearing. <br /> <br />Mr. Bill Brushert indicated that he owns property on Yale Street and <br />would like to see the conditional use permit be specific regarding the <br />buffer zone to the surrounding residential property. He further stated <br />he does not want to see the Daycare being accessed from Yale Street. <br /> <br />Kim Bickeron stated his concern regarding bufferring on the south end of <br />the property. <br /> <br />Jerry Minor stated that his commercial property is buffered but the <br />surrounding commercial property is not. <br /> <br />Chairman Wilson closed the public hearing. <br /> <br />Discussion was held by the Commission regarding stacking of traffic. <br />bufferring, signage and hours of operation. Commissioner Kimball <br />indicated a concern regarding the safety factor of the pond. Mr. Kanton <br />stated that the entire play area is fenced. <br /> <br />COMMI SSIONER FUCHS MOVED TO RECOMMEND TO THE CITY COUNCIL THAT A <br />CONDITIONAL USE PERMIT BE GRANTED TO DKM FOR A DAYCARE CENTER WITH THE <br />FOLLOWING STIPULATIONS: <br /> <br />THAT THE ACCESS ROAD TO PARCEL "F" COME FROM THE EAST; <br />THAT THERE BE NO ACCESS TO THE PROPERTY FROM YALE STREET; <br />THAT 40 FEET BUFFER OF TREES AROUND LOT 1. BLOCK 2 AND ACROSS THE <br />SOUTH EDGE OF PROPERTY AROUND YALE BE MAINTAINED; <br />THAT ALL PARK AND DRIVE AREAS BE HARDSURFACED; <br />THAT THE PROPERTY OWNERS SUBMIT A DRAINAGE PLAN TO BE REVIEWED BY <br />THE CITY ENGINEER; <br />THAT ALL LIGHTING BE DIRECTED AWAY FROM ADJACENT RIGHTS-OF-WAY AND <br />RESIDENTS; <br />THAT THE HOURS OF OPERATION BE FROM 6 A.M. TO 6 P.M. <br />THAT THE DUMPSTER BE SCREENED; <br />THAT THE SIGNAGE BE 60 SQUARE FEET OR AS ALLOWED BY CITY CODE; <br />
