<br />. <br /> <br />. <br /> <br />. <br /> <br />Page 3 <br /> <br />Planning Commission Minutes <br />April 28, 1987 <br /> <br />Chairman Wilson opened the public hearing. <br /> <br />Mr. Dan Debalt questioned why the City and Highway Department was <br />requesting the rezoning. <br /> <br />Chairman Wilson closed the public hearing. <br /> <br />Commissioner Fuchs stated that Deerfield Third was approved as <br />residential and felt the people moving into that area would be very <br />disappointed if this adjoining property were changed to highway <br />commercial. He further stated the City should look at all the City <br />property before a decision is made to rezone property to commercial and <br />further stated he agreed with Zack Johnson's recommendation. <br />Commissioner Fuchs stated that if this property should be rezoned to <br />commercial, he would want to see a service road constructed for the <br />commercial traffic because residential roads should not be considered <br />commercial. He noted the service road should be immediately parallel to <br />Highway 169. He also noted there should be a buffer between the <br />commercial and residential property and that he would not recognize the <br />street as a buffer zone. He stated that to rezone this parcel of <br />property would be strip zoning and that he would rather see this corridor <br />remain uncluttered. Commissioner Fuchs concluded by stating that he <br />would prefer to see this item tabled until such time that the City can <br />take an overall look at the entire area. <br /> <br />Commissioner Kropuenske indicated that he fully agreed with Commissioner <br />Fuchs' recommendation. He further indicated that a decision on the zone <br />change should not be made until the Growth Management Plan Task Force has <br />a chance to review the entire zoning situation and come back with the <br />final report to the City Council. <br /> <br />Commission Barrett <br />recommendation until <br />Task Force. <br /> <br />also stated that he would prefer to table any <br />a decision is made from the Growth Management Plan <br /> <br />COMMISSIONER MORTON MOVED TO RECOMMEND TO THE CITY COUNCIL THAT THIS <br />REQUEST BE TABLED UNTIL THE GROWTH MANAGEMENT PLAN TASK FORCE DOES THEIR <br />STUDY AND MAKES A RECOMMENDATION TO THE CITY REGARDING OVERALL ZONING IN <br />THE CITY OF ELK RIVER. COUNCILMEMBER KIMBALL SECONDED THE MOTION. THE <br />MOTION PASSED 6-0. <br /> <br />10. Conditional Use Permit by DKM Partnerships (DAYCARE)/Public Hearing <br /> <br />Chairman Wilson stated that DKM Partnership is requesting a conditional <br />use permit to allow a daycare in a C-3A Highway Commercial zone. <br /> <br />Mr. Ken Kanton, representative of DKM, stated that DKM is requesting a <br />daycare to be located on Highway 10 south of 170th Avenue which would <br />consist of one acre of land and approximately 70 to 74 students. He <br />indicated the building would be a slab on grade, energy efficient, cedar <br />siding with brick veneer. <br />
