Mr. Hagen turned the question back to the Commission for their <br />comments. It was the general consensus of the Commission to have the <br />sign attached to the side of the building and not the roof. <br /> <br />COMMISSIONER BARRETT MOVED TO RECOMMEND TO THE CITY COUNCIL THAT APPROVAL <br />BE GIVEN FOR AN ADDITIONAL SIGN ON THE COUNTY MARKET UNDER THE CONDITIONS <br />THAT THE READER BOARD NOT EXCEED 64 SQUARE FEET AND THAT THE READER BOARD <br />BE PLACED ON.THE BUILDING. COMMISSIONER TEMPLE SECONDED THE MOTION. THE <br />MOTION CARRIED 5-1. COMMISSIONER FUCHS OPPOSED. <br /> <br />13. Determination of Use and/or Conditional Use Permit (Army Recruiting <br />Station) by Barthel Construction <br /> <br />Stephen Rohlf summarized the situation of the Elk River Plaza and the PUD <br />Agreement. He explained that several uses are excluded from the mall. <br />one of which being office space. <br /> <br />Discussion took place regarding the office space going in across Highway <br />169. It was stated that the PUD Agreement on the west side of Highway <br />169 and that on the East side of the Highway are two separate agreements. <br />Commissioner Temple explained that. after discussion with the residents <br />in the area on the east side of 169. it was their request that the area <br />be made into office space instead of retail. <br /> <br />Chairman Wilson opened the public hearing. <br /> <br />Ed Orwa1 of Jean's Hallmark stated his beliefs that a service type <br />business does not bring as much traffic to the mall as a retailer. <br /> <br />Ann Rayman of the Paperback Book Exchange strongly objected to the idea <br />of office space in the mall. Ms. Rayman doesn't want to put businesses <br />currently not allowed in the PUD agreement in the mall just to fill empty <br />space. <br /> <br />Scott Ellingson of the Wedding Chapel stated that the service oriented <br />business in the mall does not benefit the retailers. <br /> <br />Jerry Hagen of County Market shared his agreement with the retailers but <br />also stated that he doesn't feel rental space should sit empty while <br />excluding someone with an opportunity. <br /> <br />Mary Fricke stated that the recruiters chose the mall as their first <br />location. She commented that the PUD across Highway 169 is a mixed <br />development and questioned how one defines the fine line between office <br />and ret~il. <br /> <br />Mr. Orwa11 stated that most store owners in the mall are first time <br />owners and they went with the idea that retail needs traffic. He <br />continued to say that many businesses in the mall do not require traffic <br />due to appointments or self providing. <br />
