<br />. <br /> <br />. <br /> <br />. <br /> <br />PAGE 8 <br /> <br />Planning Commission Minutes <br />February 24. 1987 <br /> <br />Mary Fricke stated that the plan is not to change the intention of the <br />mall or to push over retailers. <br /> <br />Chairman Wilson closed the public hearing. <br /> <br />Chairman Wilson stated that the intent of the mall was to be fully retail <br />oriented. He would not like to see an amendment where retail and office <br />space would not compliment each other and feels that it would be a <br />disappointment if such an amendment were granted. <br /> <br />Commissioner Temple shared her idea of a mall as being a place to go from <br />shop to shop viewing a variety of items. not to be going past businesses. <br /> <br />COMMI SSIONER FUCHS MOVED TO RECOMMEND TO THE ELK RIVER CITY COUNCIL <br />DENIAL OF THE CONDITIONAL USE PERMIT BY BARTHEL CONSTRUCTION FOR AN ARMY <br />RECRUITING STATION AND OFFICE IN THE ELK RIVER MALL. COMMISSIONER TEMPLE <br />SECONDED THE MOTION.. THE MOTION PASSED 6-0. <br /> <br />COMMISSIONER FUCHS MOVED TO RECOMMEND TO THE ELK RIVER CITY COUNCIL THAT <br />AN ARMY RECRUITING STATION IS AN OFFICE AND THEREFORE REQUEST DENIAL FOR <br />THE LOCATION TO BE IN THE ELK RIVER MALL. COMMISSIONER KIMBALL SECONDED <br />THE MOTION. THE MOTION CARRIED 6-0. <br /> <br />14. Consideration of Conditional Use Permit (Temporary Real Estate Office) <br />by Barthel Construction <br /> <br />Barthel Construction was present to request a conditional use permit for <br />a temporary real estate office of Lot 15. Block 1. Presidential Estates. <br />City of Elk River. <br /> <br />Stephen Rohlf stated that temporary real estate offices are a conditional <br />use in Elk River. This matter has been ignored up until now due to the <br />lack of time by the City Staff. He noted that Ziegler Construction will <br />be appearing before the Commission in the near future to present a <br />similar request. <br /> <br />Chairman Wilson stated the main reason for the temporary real estate <br />office is to allow a builder to sell the homes in a specific development. <br /> <br />Stephen Rohlf clarified the difference between a model home and a <br />temporary real estate mainly being that the real estate office has full <br />time employees. Mr. Rohlf also stated that such real estate offices are <br />not out of the ordinary in new developments. <br /> <br />Chairman Wilson brought up the question of how long is a reasonable <br />amount of time to consider temporary. <br /> <br />Mr. Rohlf stated that the intent is to have the temporary real estate <br />office up to 85% completion of the development. <br /> <br />I <br />
