Mr. Mitchell is to meet with the Staff to come up with a way to <br />maximize parking facilities. <br /> <br />Chairman Wilson suggested that once a plan was made for parking. stripes <br />should be painted in for the convenience of the customers. <br /> <br />Commissioner Fuchs began a discussion on the square footage of the <br />addition. He noted that the numbers on the sketch plan attached to the <br />memo did not match the numbers in the memo. <br /> <br />Commissioner Barrett mentioned the maintenance of the driveway around the <br />building. Chairman Wilson stated that such maintenance could be done by <br />painting arrows for directional purposes. <br /> <br />COMMI SSIONR TEMPLE MOVED TO APPROVE THE VARIANCE REQUEST BY SCOTT <br />MITCHELL . TO BUILD A 640 SQUARE FOOT ADDITION ONTO THE ELK RIVER DAIRY <br />QUEEN UNDER THE FOLLOWING CONDITIONS: <br /> <br />1. PARKING BE PROVIDED TO COMPLY WITH CITY CODES. <br /> <br />2. PARKING STRIPES BE PAINTED AS WELL AS DIRECTIONAL ARROWS ON LOT TO <br />FACILITATE TRAFFIC FLOW. <br /> <br />3. HANDICAP BATHROOMS BE ADDED IN THE ADDITION. <br /> <br />4. THE CONDITIONAL USE PERMIT IS TO COME UP FOR REVIEW IN TWO <br />YEARS. <br /> <br />COMMISSIONER BARRETT SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br /> <br />9. Consideration of Variance Request by Scott Mitchell (Dairy Queen) <br /> <br />Scott Mitchell was present to request a 15 foot encroachment on the 25 <br />foot front yard setback required in a C-3A zoned district to accommodate <br />an addition and a 10 foot encroachment on the 10 foot required setback <br />from a property line to a commercial parking lot for the Elk River Dairy <br />Queen located on Lots 1 and 2. Block 2. Houlton's Addition. Elk River. <br />Minnesota. <br /> <br />Chairman Wilson opened the public hearing. There being no comments for <br />or against this request. Chairman Wilson closed the public hearing. <br /> <br />COMMI SSIONER BARRE'l'T MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF <br />THE VARIANCE REQUEST BY SCO'l'T MITCHELL FOR A 15 FOOT ENCROACHMENT ON A 25 <br />FOOT FRONT YARD SETBACK REQUIRED IN A C-3A ZONED DISTRICT. COMMISSIONER <br />KROPUENSl(E SECONDED THE MOTION. . THE MOTION CARRIED 6-0. <br />
