<br />. <br /> <br />. <br /> <br />. <br /> <br />Page 3 <br /> <br />Planning Commission Minutes <br />February 24. 1987 <br /> <br />It was the agreement of the Commission to allow the equivalency of one <br />full time employee. total. with the possibility of two (2) part time <br />employees. <br /> <br />COMMISSIONER FUCHS MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF THE <br />EXPANSION OF THE CONDITIONAL USE PERIT BY ANN BERGSTROM UNDER THE <br />FOLLOWING CONDITIONS: <br /> <br />1. TWO (2) STYLING STATIONS. <br /> <br />2. 2 SQUARE FEET OF SIGN. <br />3. OFF STREET PARKING. <br /> <br />4. OWNER AND ONE EQIVALENT FULL TIME EMPLOYEE. <br /> <br />5. HOURS - 2 EVENINGS UNTIL 9:00 P.M.; 3 EVENINGS UNTIL 6:00 P.M. <br /> <br />6. TWO YEAR REVIEW OF THE PERMIT. <br /> <br />COMMISSIONER TEMPLE SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br /> <br />8. <br /> <br />Consideration of Conditional Use Permit by Scott Mitchell (Dairy Queen) <br /> <br />Scott Mitchell of 10075 175th Avenue NW. Elk River. Minnesota was <br />present to request a 640 square foot addition to the Elk River Dairy <br />Queen located on Lots 1 and 2. Block 2. Houlton's Addition and also to <br />make the entire use a conditional use instead of a grand fathered or non- <br />conforming use. The Dairy Queen is currently in a C-3A Highway <br />Commercial District. Restaurants are a conditional use within a C-3A <br />district. <br /> <br />Mr. Mitchell's intent of the addition is to add handicap restrooms and <br />approximately enough seating for 28 customers. The addition would extend <br />out from the Dairy Queen toward 4th Street. <br /> <br />Chairman Wilson opened the public hearing. Stephen Rohlf. City Building <br />and Zoning Adminisntrator. read a letter on behalf of Patti Scharber. <br />Ms. Scharber's main concern of the addition is the parking. <br /> <br />A1 Brummer. neighboring property owner of the Elk River Dairy Queen on <br />the West side. felt that the parking at the Dairy Queen would be improved <br />with the expansion because the employees would be able to get customers <br />in and out faster. <br /> <br />Dale Lang of 19134 Twin Lakes Road. Elk River. Minnesota. stated that he <br />had lived in the house in which Patti Scharber is currently living and he <br />never noticed a problem with the Dairy Queen parking. <br /> <br />~ <br />
