<br />. <br /> <br />. <br /> <br />. <br /> <br />PAGE 11 <br /> <br />Planning Commission Minutes <br />February 24, 1987 <br /> <br />Ed Orwall and Kenny Barthel discussed the advantages and disadvantages of <br />the location of Pamida. <br /> <br />Bob Getchoff of Getchoff Theatres commented on the Cambridge Mall and the <br />link to Pamida. <br /> <br />Cindy Handley of Jean's Hallmark questioned the entrances to the mall and <br />various retail stores. <br /> <br />Wanda Gram of 1st Barber Stylist doesn't feel that this is a modern <br />shopping center. She is opposed to the idea of people having to go <br />outside each time they want to enter a different business. <br /> <br />John Basties of Sun Ray feels that "strip malls" are not going very well <br />in neighboring communities and that there would be a much larger traffic <br />flow if the mall were adjoining. <br /> <br />Scott Ellingson stated that the main reason he brought his business to <br />the Elk River Plaza is because it was to become an enclosed mall. <br /> <br />Chairman Wilson closed the public hearing. <br /> <br />Chairman Wilson stated the original intent of the mall is that it would <br />be fully enclosed. He eXplained that this was the most attractive idea <br />to the Planning Commission and the City Council. <br /> <br />COMMISSIONER FUCHS MOVED TO RECOMMEND TO THE CITY COUNCIL THE DENIAL OF <br />THE CONDITIONAL USE PERMIT FOR A COVERED WALKWAY BY BARTHEL <br />CONSTRUCTION AND THAT FURTHER RESEARCH SHOULD BE DONE ON AN ENCLOSED <br />LINK. COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED <br />5-0. COMMISSIONER BARRETT ABSTAINED. <br /> <br />16. Consideration of Ordinance Amendment Regarding Used Cars <br /> <br />Stephen Rohlf stated that this issue was addressed in 1984 but was not <br />published to make it legal. Mr. Rohlf briefly explained the ordinance <br />amendment to make used cars a conditional use within a C-3A Highway <br />Commercial zoned district. <br /> <br />Chairman <br />favor of <br />hearing. <br /> <br />Wilson opened the public hearing. There being no comments in <br />or opposed to the amendment, Chairman Wilson closed the public <br /> <br />COMMI SSIONER FUCHS MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF AN <br />ORDINANCB AMENDING SECTION 900.16 CONDITIONAL USES, SUBSECTION 6A - C~3A, <br />HIGHWAY COMMERCIAL DISTRICT. COMMISSIONER BARRETT SECONDED THE MOTION. <br />'l'HE MOTION CARRIED 6-0. <br />
