Consideration of Conditional Use Permit (Covered Walkway) by Barthel <br />Construction <br /> <br />There was a site plan review by the City and the Commission for the <br />expansion of the Elk River Plaza Shopping Center. The original agreement <br />calls for an enclosed link whereas Barthel construction is now requesting <br />a covered walkway between the Elk River Plaza and the new expansion. <br /> <br />Ken Barthel. representing Barthel Construction of 21370 John Milless <br />Drive. Rogers. Minnesota. was present and explained the area affected. <br />The covered walkway would be in front of the buildings and would run from <br />Ben Franklin to Pamida including the further expansion. <br /> <br />The pros and cons of the covered walkway were discussed as the Commission <br />questioned Mr. Barthel on such items as far as public protection from <br />weather. cost and security. <br /> <br />Chairman Wilson opened the public hearing. <br /> <br />Scott Ellingson of the Wedding Chapel gave an example of the Crystal Mall <br />and stated that they have an enclosed link. He went on to say that a <br />video store in the mall is open until 11:00 p.m. In order to prevent the <br />public from going into other parts of the mall at that hour. Ellingson <br />said this mall has gates which are closed when the various other <br />businesses close. <br /> <br />Ed Orwall of Jean's Hallmark brought up factors such as weather and <br />safety. He gave the example of hauling small children from the mall to <br />Pamida in bad weather. Mr. Orwall stated that the covered walkway would <br />not be a form of protection from snow and rain. but only sun. <br /> <br />Commissioner Kimball questioed whether or not an enclosed link would <br />attract juvenile delinquents out to the mall area from downtown. <br /> <br />Scott Ellingson stated that a restaurant in the Crystal Mall is a <br />considerable traffic draw if it is a "joined" mall. <br />
