He further stated that this is more <br />of a protective device for the citizens. <br /> <br />COMMISSIONER TEMPLE MOVED TO RECOMMEND TO THE CITY COUNCIL THE ADOPTION <br />or THE RESOLUTION RECOMMENDING THE REZONING OF UNITED POWER ASSOCIATION <br />SOLID WASTE PROCESSING FACILITY SITE INTO THE SOLID WASTE FACILITY <br />OVERLAY DISTRICT. COMMISSIONER KIMBALL SECONDED THE MOTION. THE MOTION <br />PASSED 5-0. <br /> <br />COMMISSIONER TEMPLE MOVED TO RECOMMEND TO THE CITY COUNCIL AN ORDINANCE <br />AMENDING THE CITY OF ELK RIVER ZONING MAP TO ZONE CERTAIN PROPERTY INTO <br />THE SWF-SOLID WASTE FACILITY OVERLAY DISTRICT (UNITED POWER ASSOCIATION <br />SOLID WASTE .PROCESSING FACILITY). .COMMISSIONER KIMBALL SECONDED THE <br />MOTION. <br /> <br />Chairman Wilson stated he would like the minutes to reflect the consensus <br />of the Planning Commission as noting that the the zone change was based <br />on the fact that the area is suitable for this particular zone. <br /> <br />THE MOTION PASSED 5-0. <br /> <br />8. <br /> <br />Preliminary Plat Review for Oak Knoll/Public Hearing <br /> <br />Steve Rohlf. Building and Zoning Administrator. noted that Mr. & Mrs. <br />Robert Harris are subdividing their property of approximately 52.8 acres <br />into 28 single family lots. He indicated that the plat lies within a R- <br />1b zoned district. <br /> <br />Mr. Harris presented the preliminary plat <br />and noted that he is proposing to do this plat <br />noted that County Road 35 is proposed by the <br />further stated because of this he will have <br />County along this road. <br /> <br />to the Planning Commission <br />in two phases. Mr. Harris <br />County for improvement and <br />to give an easement to the <br /> <br />The Zoning Administrator noted that Troy. 189th and Pascal are in need of <br />improvements but stated that City Staff felt improvements should be <br />delayed because of insufficient people in the area to pay for such <br />improvements. <br /> <br />The Building and Zoning Administrator noted that park dedication would be <br />in the amount of $2.800. He further noted that Mr. Harris owned a piece <br />of land on the river which the City may be interested in acquiring for a <br />park. <br /> <br />Mr. Bill Harju. District Conservationist. presented the Council and Staff <br />with a letter stating his recommendations. Mr. Harju also gave a brief <br />presentation regarding the soils of the plat. <br />
