<br />. <br /> <br />. <br /> <br />. <br /> <br />Page 5 <br /> <br />Planning Commission Minutes <br />January 27, 1987 <br /> <br />Commissioner Morton stated he would like the following wordage added to <br />the CUP: "All RDF and truck traffic must enter or exit the facility <br />directly from Highway 10 or Highway 169." <br /> <br />Chairman Wilson stated that all other people in the community have full <br />use of the City Streets and further stated that he did not feel this full <br />burden should be placed on UPA. <br /> <br />Commissioner Morton stated he would like to see something included in the <br />CUP regarding the operation of truck traffic during peak traffic hours. <br /> <br />Chairman Wilson noted that he was concerned regarding the transportation <br />of residue and what type of container would be used to haul this residue. <br /> <br />It was noted that the following wording be added to the conditional use <br />permit: "Final plans and secifications will be reviewed and approved by <br />City Staff prior to building permit issuance. <br /> <br />COMMISSIONER MORTON MOVED <br />RESOLUTION GRANTING THE <br />THE LANGUAGE CHANGE. TO <br />CONDITIONAL USE PERMIT: <br />CONDITIONAL USE PERMIT <br />CHANGES: <br /> <br />TO RECOMMEND TO THE CITY COUNCIL APPROVAL OJ A <br />CONDITIONAL USE PERMIT TO UPA WITH APPROVAL OF <br />REI'LECT THB PLANNING COMMISSION CHANGI! II 'nil <br />AND FU1THIR '1'0 UCOMMINn APPROVAL 01' 'nil <br />TO 'THE CITY COUNCIL WITH THE FOLLOWING <br /> <br />1) 19 THE WORDING "AN AVERAGE" BE ADDED BEFORE THE WORD "OF 1,050." <br /> <br />2) '10 SHALL STATE THAT ALL RDF AND RESIDUE TRUCK TRAFFIC MUST ENTER OR <br />EXIT THE FACILITY DIRECTLY FROM HIGHWAY 10 OR HIGHWAY 169. <br /> <br />3) THAT AN ITEM BE ADDED STATED THAT THE CITY STAFF SHALL REVIEW THE <br />FINAL PLANS AND SPECIFICATIONS PRIOR TO THE GRANTING OF A BUILDING <br />PERMIT. <br /> <br />4) THAT #11 REGARDING HOURS OF OPERATION BE STRICKEN. <br /> <br />5) ADD LANGUAGE FROM MPCA PERMIT TO ITEM #10 REGARDING COVERS ON ASH <br />TRUCKS. <br /> <br />6) #12 - ADD THE WORDS "OR FACILITIES" AT THE END. <br /> <br />COMMISSIONER KIMBALL SECONDED THE MOTION. THE MOTION PASSED 5-0. <br /> <br />7. Consider Zone Change Request by United Power Association/Public Hearing <br /> <br />City Attorney, Peter Beck, explained the zone change request. <br /> <br />Chairman Wilson opened the public hearing. <br /> <br />Mr. Sipe questioned if the zone change is fully for the benefit of the <br />general public. He further stated that he felt this was a poor location <br />for this type of zone. <br />
