<br />. <br /> <br />. <br /> <br />. <br /> <br />Page 4 <br /> <br />Planning Commission Minutes <br />January 27. 1987 <br /> <br />Sharon Wa1etzko of <br />dangerous situation <br />Highway 10. <br /> <br />19668 Ulysses <br />to go North <br /> <br />Street stated that it is already a <br />on Highway 169 when heading East on <br /> <br />Mr. Ted Cornelius of 14307 190th Ave. NW stated he would like to go on <br />record as being opposed to the RDF trucks using Main Street to UPA Drive. <br /> <br />Mr. Dave Briggs of 1111 4th Street stated he would like some assurance <br />that the plant would be shut down immediately if a violation had <br />occurred. The Building and Zoning Administrator noted that this is <br />covered in the conditional use permit and also the solid waste ordinance. <br />but further stated that it is an option of the City to close the plant. <br />not a requirement. depending on the nature of the violation. Mr. Briggs <br />stated he would like the language changed to reflect no option. but that <br />it must be shut down immediately. <br /> <br />Marilyn Schroeder of 13575 Is1andview Drive stated she is in favor of the <br />RDF trucks going from Highway 10 directly to UPA Drive and further stated <br />that an overwa1k could be provided to protect the UPA employees. <br /> <br />Marilyn Schroeder further suggested tha NSP provide some type of <br />recycling center. Mr. Pete Vanderpool stated he would be willing to work <br />with anyone regarding recycling. <br /> <br />Dave Sipe questioned who would be responsible for the testing of the <br />site. how frequently the site would be tested and how extensive. Mr. <br />Peter Beck. City Attorney stated that the City can use MPCA's testing <br />results or the City can hire their own expert to analyze the results. <br />which they have already done. <br /> <br />Mr. Dave Sipe stated he would like to know where the ash would be <br />located. <br /> <br />Mr. Tom Woods of 544 5th Street questioned how the CUP could be approved <br />without elaborate plans and specifications. <br /> <br />Dr. Bob Swan of 223 Morton Avenue stated that he feels. if the traffic is <br />routed from Highway 10 to Main Street to UPA Drive. this would affect the <br />aesthetics and beauty of Elk River. <br /> <br />Mr. Doug Wa1etzko of 19668 Ulysses Street stated that he has not heard <br />any complaints regarding th garbage trucks using Highway 169 to get to <br />the landfill nor has he heard any type of complaints regarding the 18 <br />wheelers hauling gravel from our City. <br /> <br />Chairman Wilson closed the public hearing. <br /> <br />Commissioner Barrett noted he would like to keep the traffic away from <br />Highway 10 and the Main Street Intersection. <br />
