<br />. <br /> <br />. <br /> <br />. <br /> <br />Page 3 <br /> <br />Planning Commission Minutes <br />January 27. 1987 <br /> <br />Mr. John K10vning of Cedar Corporation reviewed the performance standards <br />of the ROF facility. Mr. K10vning stated that UPA has certified that <br />all performance standards will meet MPCA specifications. Mr. K10vning <br />stated that the City should request total engineering drawings before the <br />building permit is issued. He indicated he is comfortable with the plans <br />and specifications assuming all performance standards do meet MPCA <br />regulations. <br /> <br />Commissioner Morton questioned whether there has been a written <br />commitment received from Burlington Northern for the crossing. Mr. Dan <br />MaConnon stated they have received no written commitment but they have <br />received a verbal commitment. <br /> <br />Commissioner Morton stated he was opposed to the trucks accessing the <br />plant via Highway 10 to Main Street and then to UPA. He indicated he <br />would prefer to see the trucks use Highway 10 and go directly to the UPA <br />Driveway. Mr. Steve Shurts stated he felt this was not a viable solution <br />as there were too many pedestrians using the access. <br /> <br />Chairman Wilson suggested using UPA's access just for the ash trucks in <br />order to keep these ash trucks off of East Main Street. <br /> <br />Commissioner Kimball stated he would rather see the traffic directed <br />through UPA with educated pedestrians and further that he would rather <br />see UPA take the brunt of the traffic. <br /> <br />Commissioner Barrett commented that Main Street would very likely be <br />changing in the next few years. He noted there could very well be a <br />restaurant or other type of business on the corner of Main Street and <br />Highway 10 as City Hall will be leaving the site. <br /> <br />Commissioner Morton questioned whether there were any plans to avoid rush <br />hour traffic. Mr. Dan MaConnon stated that this could be arranged in <br />order to alleviate traffic problems on major holidays. <br /> <br />Peter Beck reviewed the conditional use permit at this time. <br /> <br />Chairman Wilson opened the public hearing. <br /> <br />Mr. Tom Hartman of 18675 Macon Street questioned what type of trucks <br />would be hauling the ROF material. Mr. Glen Haas of NSP answered that <br />the ROF trucks would be hauling the material in an enclosed container and <br />further stated that the ash would be hauled in a covered trailer. <br /> <br />Mr. Gerald Schroeder of 13757 Is1andview Drive questioned whether MnDOT <br />has granted access onto Highway 169. Mr. Dan MaConnon stated that they <br />have received verbal confirmation only. Mr. Schroeder further stated <br />that he was not in favor of ROF trucks using the Main Street to UPA route <br />because of the fact that City Hall will be moving out and another type of <br />business would be in that area. <br />
