Consideration of Zone Change Request by Northern States Power Company <br />Public Hearing <br /> <br />City Attorney. Peter Beck. stated that NSP is requesting a zone change <br />for the RDF facility. He noted this request if for a solid waste overlay <br />district which would incorporate this solid waste overlay zone into the <br />existing industrial zone. <br /> <br />Chairman Wilson opened the public hearing. No one appeared for or <br />against the matter. Chairman Wilson closed the public hearing. <br /> <br />COMMISSIONER MORTON MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF <br />THE RESOLUTION RECOMMENDING REZONING OF NORTHERN STATES POWER COMPANY <br />SOLID WASTE PROCESSING FACILITY SITE INTO THE SOLID WASTE FACILI'lY <br />OVERLAY DISTRICT. COMMISSIONER BARRETT SECONDED THE MOTION. THE MOTION <br />PASSED 5-0. <br /> <br />6. Consideration of Conditional Use Permit by United Power Association <br />Public Hearing <br /> <br />. <br /> <br />The Building and Zoning Administrator noted that the City's solid waste <br />ordinance requires United Power Association to go through a conditional <br />use permit. He noted it is required for UPA to present final plans and <br />specifications to the City before a conditional use permit can be <br />granted. Mr. Rohlf indicated the City has not. as of this time. received <br />final plans and specifications. <br /> <br />Mr. Dan MaConnon of United Power Association indicated the reason they <br />have no final plans and specifications is because Anoka County will not <br />give a release for the project until they have all the permits for the <br />project. which includes the conditional use permit. Mr. MaConnon stated <br />he cannot receive the Conditional Use Permit from the City until he has <br />final plans and specifications. and therefore is in a Catch 22 situation. <br />He further stated he is proposing to submit final engineering documents <br />as generated after the release of the project by Anoka County and further <br />that these documents would be released for review before construction <br />begins. Mr. MaConnon stated that he does have the preliminary plans and <br />specifications ready at this time. <br /> <br />Mr. Dan MaConnon reviewed the preliminary plans and specifications with <br />the Planning Commission. Mr. MaConnon explained they are proposing to <br />access UPA with the trucks from Highway #10 to Main Street to UPA Drive. <br />He noted there would be a new road created to Highway 169 with a right <br />turn in and right hand turn out to exit the site. <br /> <br />Commissioner Temple questioned whether the access by the train tracks <br />would pose a stacking problem. Mr. John K10vning indicated this would <br />not cause a stacking problem unless there were a train. <br /> <br />. <br /> <br />Mr. MaConnon indicated there would be no wash down in the receiving <br />building. <br />
