<br />. <br /> <br />. <br /> <br />. <br /> <br />Page 10 <br /> <br />Planning Commission Minutes <br />January 27. 1987 <br /> <br />Mr. Ted Cornelius stated that the Church is fulfilling an agreement made <br />8 years ago to the City. <br /> <br />Commissioner Wilson closed the public hearing. <br /> <br />COMMISSIONER BARRETT MOVED TO RECOMMEND TO 'I'HB el'I'Y COUNCIL APPIOVAL or <br />THE CONDITIONAL USE PERMIT TO ENLARGE THE PARKING LOT AT UNI'l'ED METHODIST <br />CHURCH WITH THE STIPULATION THAT THE PARKING LOT BE HARDSURFACED. <br />COMMISSIONER KIMBALL SECONDED THE MOTION. THE MOTION PASSED 5-0. <br /> <br />13. <br /> <br />Ordinance <br />Zones as <br />Hearing <br /> <br />Amendment to Allow Kennels in Light and Medium Industrial <br />a Conditional Use Requested by Stoffel & Sandra Reitsma/Public <br /> <br />The Building and Zoning Administrator noted that Stoffel & Sandra Reitsma <br />of 10860 181st Avenue NW. in Elk River are requesting an ordinance <br />amendment to allow kennels as a conditional use within light industrial <br />zoned districts. <br /> <br />Mr. Stoffel stated he would like to start a boarding kennel and training <br />facility on 181st Avenue on 40 acres of land they own which is located in <br />a light industrial zone. He stated they would be away from the road and <br />also away from the property line. <br /> <br />Chairman Wilson opened the public hearing. No one appeared for or <br />against the matter. Chairman Wilson closed the public hearing. <br /> <br />Commissioner Barrett stated he was not opposed to the request and felt it <br />would not be a nuisance in an industrial zone. <br /> <br />COMMISSIONER MORTON MOVED TO RECOMMEND TO THE CITY COUNCIL THE APPROVAL <br />OF THE ORDINANCE AMENDMENT REQUEST BY STOFFEL & SANDRA REITSMA TO ALLOW <br />KENNELS IN LIGHT AND MEDIUM INDUSTRIAL. ZONES AS A CONDITIONAL USE. <br />COMMISSIONER TEMPLE SECONDED THE MOTION. THE MOTION PASSED 5-0. <br /> <br />13.5.Sign Proposal by County Market <br /> <br />COMMISSIONER MORTON MOVED TO TABLE THIS ITEM UNTIL THE NEXT REGULAR <br />PLANNING COMMISSION MEETING BECAUSE OF THE LACK OF INFORMATION PRESENTED <br />TO THE COMMISSION. COMMISSIONER KIMBALL SECONDED THE MOTION. THE MOTION <br />PASSED 5-0. <br /> <br />14.10.0rdinance Amendment regarding Daycares <br /> <br />The Building and Zoning Administrator noted that there was an ordinance <br />amendment before the Planning Commission to add daycares as a conditional <br />use in the following zones: A-1. R-1. R-2. R-3. R-4. C-1. C-2. C- 3A and <br />C-4. <br /> <br />Chairman Wilson opened the public hearing. <br />
