EXTENSION OF TEMPORARY SUBDIVISION IDENTIFICATION SIGN BY TERRY LEE <br />REALTY AND HOMES <br /> <br />Janelle Szklarski, Zoning Assistant, stated that Terry Lee Douglas is <br />requesting an extension to the time period allowed for a temporary <br />subdivision sign. She further indicated that the applicant has revised <br />his request to include an extension for a model home as well as the <br />sign. Ms. Szklarski stated that the applicant was not present for this <br />issue. <br /> <br />It was the general consensus of the Commission that model home and the <br />signage request were two separate issues and should be dealt with in <br />that manner. The Commission indicated they would be acting only on the <br />one issue (signage). Mr. Douglas would have to come in with a separate <br />request for the model home extension. <br /> <br />COMMISSIONER BISCHOFF MOVED TO APPROVE THE SIGNAGE EXTENSION FOR TERRY <br />LEE REALTY AND HOMES FOR A PERIOD OF SIX MONTHS. COMMISSIONER EBERLEY <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />11. <br /> <br />Amendments to City of Elk River Comorehensive Plan by the City of Elk <br />River/P.H. <br /> <br />A. <br /> <br />PATHWAY PLAN <br /> <br />Pat Klaers, City Administrator stated that the City has discussed the <br />need for a City wide sidewalk policy for a number of years. Mr. Klaers <br />stated that the City's insurance agent suggested that something be done <br />with the sidewalks as to eliminate the liability. He indicated that <br />the City Engineer, Terry Maurer, has drafted a pathway and sidewalk <br />plan for the City to review. Mr. Klaers explained the difference <br />between a pathway and sidewalk; a pathway is considered a major "people <br />mover" throughout the community; sidewalks would be considered more <br />residential to serving the surrounding area. Mr. Klaers stated one of <br />the concerns of the City was how the sidewalks and the pathways would <br />be financed. He stated that staff has concurred with the <br />recommendation of the City Engineer that the cost of the sidewalks be <br />split 50/50 with the City and the property owner. At this time, Mr. <br />Klaers showed the proposed City sidewalk/pathway plan map drafted by <br />Terry Maurer, City Engineer. Mr. Klaers explained that the City <br />Attorney has recommended that in order for the plan and map to be <br />enforced it should be incorporated into the City's Comprehensive Plan. <br />He indicated he was seeking Planning Commission and public input on <br />this request. <br /> <br />Chairman Kimball opened the public hearing. <br /> <br />Cecelia Scheel of 10271 213th Avenue was opposed to the request as she <br />did not want her property taken away from her for a park. She further <br />indicated that if a trail system was allowed to go through her property <br />it would go through her front door. <br />
