<br />Planning Commission Minutes <br />August 28, 1990 <br /> <br />Page 5 <br /> <br />it <br /> <br />Mr. Neil Moody - 10113 213th Avenue NW asked about the location of Mr. <br />Ouellette proposal and the lot sizes. <br /> <br />Chairman Kimball reviewed a letter from Ronald Harrington of 19728 <br />Ulysses Avenue opposing the request because of the additional traffic, <br />noise and the size of the business in a residential zone. Chairman <br />Kimball asked that Mr. Harrington's letter be made part of the public <br />record. Chairman Kimball stated that he had visited the site earlier, <br />and had talked to Mr. Harrington. <br /> <br />Chairman Kimball closed the public hearing. <br /> <br />Chairman Kimball indicated that he was concerned about setting a <br />precedence with this request. He also stated that about three years <br />ago Ann's Beauty Shop was before the commission requesting addi tional <br />employees to help her with her business. The concern at that time was <br />that a residential neighborhood is for residences and not for <br />commerical business. Chairman Kimball stated that normally eleven <br />people would be too many for a home occupation such as the case of <br />Ann's Beauty Shop, as she also has customers that come in. Mr. <br />Ouellette however, doesn't have any customer traffic. He indicated that <br />if he were to approve this request it would be for the following <br />reasons: outside employees consist mostly of family members, and the <br />business does not generate a lot of outside traffic. <br /> <br />e <br /> <br />Commissioner Bischoff stated that he had visited the site earlier. He <br />would like to see outside employees restricted. <br /> <br />Tim Keane, City Attorney, stated that this is a business that probably <br />10 years ago would not have been technically feasible. Mr. Keane <br />indicated that consideration should be given to encourage home <br />occupations in which people are able to be in a working relationship <br />with their families. He stated that the Planning Commission should <br />balance all the issues here as far as traffic, outside customers, hours <br />of operation etc. <br /> <br />Commissioner Eberley felt it was time to review the standards for home <br />occupation, as to whether they can fit within the neighborhood. She <br />stated that everything we read about the future indicates that more and <br />more people will work out of their homes because of transportation <br />costs and technology capabilities. <br /> <br />Commissioner Schroeder stated that he felt this request was a totally <br />different request than that of the beauty operation. He was in <br />agreement with Commissioner Eberley that the Commission should look at <br />this request as part of the future growth. Commissioner Schroeder <br />stated that he would be in favor of the request but would like to see a <br />one year time frame limitation as one of the stipulations, so Mr. <br />Ouellette could stay in business. <br /> <br />. <br /> <br />Mr. Keane stated that if the Planning Commission were to come to the <br />conclusion that the standards are met, the Commission may put a <br />reasonable stipulation as far as the time frame. <br />
