THE MOTION CARRIED 5-0. <br /> <br />7. <br /> <br />Site Plan Review (Permanent Slab for Green House) by Pamida <br /> <br />Janelle Szklarski, Zoning Assistant, stated that the applicant (Dennis <br />Burkstrand) is requesting site plan review for Pamida to allow <br />expansion of their greenhouse area. Pamida lies within a PUD therefore <br />any modification to the site needs to go through a site plan review by <br />the Planning Commission and City Council. Staff is recommending <br />approval of the request. <br /> <br />Mr. Burkstrand explained their reason for the request is to pick up <br />additional parking spaces. He indicated that they would use this <br />concrete slab to construct a 24' by 50' greenhouse addition for 6 weeks <br />of the year. The construction of this greenhouse would be more of a <br />convenience for the customers and also provide security for the store. <br /> <br />COMMISSIONER EBERELY MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF <br />THE SITE PLAN REVIEW AS PRESENTED BY PAMIDA INC. BASED ON THE FINDINGS <br />THAT THE OPERATION WOULD IMPROVE THE TRAFFIC, SAFETY AND SECURITY THAT <br />IS NEEDED FOR THE OPERATION OF THE BUSINESS WITH THE FOLLOWING <br />STIPULATIONS: <br /> <br />1. <br /> <br />THAT PAMIDA OBTAIN BUILDING PERMITS EACH TIME THE GREEN HOUSE IS <br />TO BE ERECTED. <br /> <br />2. THAT THE GATES ON THE FENCES ARE TO REMAIN OPEN DURING BUSINESS <br />HOURS. <br /> <br />3. THAT THE GREENHOUSE KEEP THE SAME HOURS AS THE STORE. <br /> <br />COMMISSIONER VANVALKENBURG SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Commissioner Eberley indicated that every effort should be made to <br />replace damaged foliage in keeping with spirit of the new landscape <br />ordinance. <br /> <br />8. <br /> <br />Consider Variance (11 ft. Encroachment on 20 ft. Side Yard Setback to <br />Accommodate a House) by SDrin~er Construction/P.H. <br /> <br />Janelle Szklarski, Zoning Assistant, stated that Springer Construction <br />is requesting a variance for a house which has already been <br />constructed. She indicated that at the time the building permit was <br />pulled, the site plan that was submitted to staff showed the proper <br />setbacks, however, Springer Construction inadvertently located a pin <br />(iron) that was used to mark the curve of Gary Street instead of the <br />pin that marked the southeast corner of Lot 7. Staff is recommending <br />approval of this request as staff feels they meet the five standards <br />for granting a variance. <br /> <br />Chairman Kimball opened the public hearing. <br />
