The 40 ft. fifth wheel trailer will accommodate <br />two people. Staff is recommending approval of this request for 6 <br />months. Mr. Vagley was present to answer any concerns the commission <br />had. <br /> <br />Chairman Kimball reviewed the requirements for a conditional use permit <br />and the procedure for a public hearing. <br /> <br />Chairman Kimball opened the public hearing. There being no one for or <br />against the request, Chairman Kimball closed the public hearing. <br /> <br />COMMISSIONER EBERLEY MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF <br />THE CONDITIONAL USE PERMIT TO ALLOW A TEMPORARY TRAILER AS A <br />RESIDENTIAL DWELLING BASED ON THE SEVEN STANDARDS FOR A CONDITIONAL USE <br />PERMIT. ALSO, THAT THE CONDITIONAL USE PERMIT SHALL BE SUBJECT TO THE <br />STIPULATIONS AS OUTLINED IN STAFF'S MEMO DATED 8/17/90. COMMISSIONER <br />VANVALKENBURG SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />6. <br /> <br />Consider Conditional Use Permit (New Clubhouse and Remodelin~ Pro <br />ShOD) by Elk River Country Club/P.H. <br /> <br />Gary Schmitz, Zoning Assistant, stated that the applicant is requesting <br />a conditional use permit and site plan review for a new clubhouse and <br />remodeling addition of the existing pro shop. Mr. Schmitz indicated <br />that the existing clubhouse will be demolished to make room for the <br />new one. He explained that the City Council on 11/20/89, made an <br />interpretation that this type of activity would constitute an expansion <br />of a conditional use, and that locker rooms, showers, and dining <br />facili ties. could be considered as an accessory use to a golf course <br />clubhouse. Mr. Schmitz reviewed the considerations relating to the <br />proposed operation as stated in his memo. <br /> <br />Chairman Kimball opened the public hearing. <br /> <br />Doug Moe was present and showed a site plan of their request. Mr. Moe <br />was requesting that they have the option to pave the road at a later <br />date if they should be over budget. Tim Keane, City Attorney, stated <br />that the Planning Commission should consider precedence if they waive <br />the pavement request completely. Commissioner Schroeder asked if it was <br />appropriate for the commission to grant them a time extension. Chairman <br />Kimball stated that under the terms of a conditional use permit the <br />applicant would have two years from the issuance of a permit to get the <br />road blacktopped, and with that in mind, he would ask the Council not <br />to grant an extension of time. Ms. Szklarski stated that the <br />commission might add that the permit be reviewed in two years as one of <br />the stipulations.
