<br />Planning Commission Mintues <br />June 7, 1990 <br /> <br />Page 2 <br /> <br />----- <br />( <br /> <br />e <br /> <br />Greg Kreuser - 13385 Riverview Drive stated that he would like to see <br />larger lots and better homes as to blend in with the neighborhood. Mr. <br />Kreuser felt there was too much area zoned for apartments and would <br />like to see less multifamily. Staff indicated that multifamily lots <br />have been reduced considerably. <br /> <br />Steve Rohlf explained what is significant at this meeting is what uses <br />go where, not the size of the lots. He indicated that currently we <br />have two types of zoning districts that accommodate single family homes <br />with sewer and water (R-lc-l0,000 sq. ft. and R-lb-12,000 sq. ft.) <br />Staff stated that there are problems using the R-lb district as this <br />does not fit the character of the site. Staff suggested creating a <br />third zoning district to accommodate the larger sewered and watered <br />lots. <br /> <br />COMMISSIONER FUCHS MOVED TO RECOMMEND TO THE CITY 90UNCIL APPROVAL OF <br />ALTERNATIVE A4 WITH A CHANGE IN THE AREA EAST OF WACO, WEST OF COUNTY <br />PROPERTY AND NORTH OF COUNTY ROAD 30, TO BE THE SAME AS A-3 WITH A LOOP <br />THRU THE INDUSTRIAL AREA. THAT THE SCHOOL AREA SHOULD BE RECOGNIZED AS <br />A SCHOOL ON THE MAP AND BE ZONED M-R DENISTY. COMMISSIONER EBERLEY <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />e <br /> <br />COMMISSIONER NADEAU MOVED TO RECOMMEND TO THE CITY COUNCIL THE ADOPTION <br />OF THE PORTION OF THE REPORT UP TO PAGE 52 WHICH INCLUDES ANALYSIS OF <br />THE COMMERCIAL DEVELOPMENT, THE OBJECTIVES AND ALL THE SITE DESIGN <br />RECOMMENDATIONS THAT WERE PART OF FOCUS AREA A. COMMISSIONER EBERLEY <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Area B <br />Bill Weber stated that Area B is approximately 313 acres in size and <br />located in the central portion of Elk River on either side of US <br />Highway 169. Mr. Weber indicated that the Planning Commission's <br />comments and concerns were previously heard at a public meeting in <br />which they created Alternative B3. He explained the pattern for <br />Alternative Bl, B2 and B3. Mr. Weber showed an enlargement and detailed <br />map of a commerical site at the corner of 193rd Avenue and Highway 169 <br />which showed the site design recommendations. Mr. Weber stated that <br />this development consisted of approximately 7-1/2 acres which could <br />accommodate up to 65,000 square feet of development. He indicated that <br />he was recommending the site be used commercially and not residentially <br />as Elk River will be in need of commercial development. <br /> <br />e <br /> <br />Steve Rohlf suggested that the collector street stop at Tyler and hook <br />up with County Road 13 as this is already a collector street which can <br />handle large amounts of traffic. He further suggested that the <br />Planning Commission give the MnDot property a land use designation as <br />the City is trying to get MnDot to vacate that location. He stated the <br />current underlying land use is HW Business but it lies within a Planned <br />Unit Development. The City should make the land use map consistent <br />with the zoning map and should plan for multifamily where it belbngs as <br />a buffer. Mr. Rohlf stated that by designating MnDot's property as <br />multifamily, would buffer the commercial areas from the residential <br />areas. <br />
