<br />Planning Commission Mintues <br />June 7, 1990 <br /> <br />Page 3 <br /> <br />. <br /> <br />COMMISSIONER EBERELY MOVED TO RECOMMEND TO THE CITY COUNCIL ADOPTION OF <br />ALTERNATIVE B3 FOR FOCUS AREA B WITH THE FOLLOWING CHANGES: 1) THE <br />AREA DESIGNATED COMMERCIAL BE EXPANDED AND MULTIFAMILY AREA BE REDUCED <br />IN THE PORTION OF AREA B TO THE WEST OF HIGHWAY 169, AND EAST OF SCHOOL <br />DISTRICT PROPERTY AND JACKSON STREET. 2) MNDOT PROPERTY EAST OF HIGHWAY <br />169 BE DESIGNATED MULTIFAMILY AND THE SINGLE FAMILY AREA BE EXPANEDED <br />TO THE SOUTH AROUND THE WETLAND AREA TO THE MNDOT PROPERTY. 3) <br />COLLECTOR STREET 194TH STOP AT TYLER STREET AND PROCEED NO FURTHER <br />EAST. 4) SPECIAL EMPHASIS AND COMMITTMENT BE GIVEN TO PRESERVATION OF <br />THE REMAINING NATURAL HARDWOOD FOREST IN ALL OF FOCUS AREA B. <br />COMMISSIONER JOHNSON SECONED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />COMMISSIONER EBERELY MOVED TO RECOMMEND TO THE CITY COUNCIL ADOPTION OF <br />THE TEXT FOR FOCUS AREA B AS SUBMITTED BY BRW WITH THE RECOMMENDATION <br />FOR ALT.B3. COMMISSIONER JOHNSON SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />Ar~a C <br />Bill Weber explained the site analysis for Focus Area C. Mr. Weber <br />stated that Focus Area C is not within the utilities plan shown in the <br />1988 Growth Management Plan. Mr. Weber indicated that he was <br />recommending that utilities be extended to Focus Area C not in the <br />immediate future but possibly as part of stage 2 or 3 for utilities <br />extension. <br /> <br />e <br /> <br />COMMISSIONER JOHNSON MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF <br />ALTERANTIVE C3 OF FOCUS AREA C WITH THE AMENDMENT TO EXTEND SEWER AND <br />WATER TO FOCUS AREA C IN STAGE 2 OR 3 OF THE PLAN. COMMISSIONER <br />EBERELY SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />COMMISSIONER JOHNSON MOVED TO RECOMMEND TO THE CITY COUNCIL ADOPTION OF <br />THE TEXT AS SUBMITTED BY BRW, INC. FOR FOCUS AREA C. COMMISSIONER <br />EBERELY SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Area D <br />Mr. Weber stated that Area D is the largest of the four areas being <br />studied and is approximately 1,600 acres in size. He indicated the <br />property is located between the Mississippi River and the Burlington <br />Railroad tracks from Highway 169 to the southeastern City limits. Mr. <br />Weber explained the major issues of debate involving Focus Area D which <br />included extension of utilities, strip commerical development and <br />industrial land use planning. Mr. Weber recommended public utilities be <br />introduced to Area D only under certain circumstances. Mr. Weber <br />reviewed with staff and the commission the seven reasons for public <br />utility services extension into Focus Area D as stated in BRW's <br />proposal on page 104. <br /> <br />e <br /> <br />COMMISSIONER EBERELY MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF <br />FOCUS AREA ALTERNATIVE D3 AS PRESENTED BY BILL WEBER TO INCLUDE THE <br />LARGE AGRICULTURAL AREA ALONG HIGHWAY 10 TO PRESERVE THE IDENTITY AND <br />VISUAL EFFECT THAT IS PRESENTED BY THE LONG DRIVE ALONG HIGHWAY 10, ALSO <br />PLANS TO INCLUDE A WALK AREA ALONG THE MISSISSIPPI RIVER AND A SMALL <br />PARK IN THE LOW DENSITY RESIDENTIAL AREA IN THE SOUTHEAST CORNER TO BE <br />
