Stephen Rohlf indicated that when sewer <br />becomes available to the site, they will be required to hook up. <br /> <br />Chairman Kimball closed the public hearing. <br /> <br />General discussion took place regarding the drainage on this site. <br />Staff indicated that prior to a building permit being issued, a <br />drainage plan meeting the approval of the City Engineer needs to be <br />addressed. <br /> <br />Staff indicated that the church access would be off of 193rd Avenue and <br />is recommending that this road be upgraded because of the additional <br />traffic. The Planning Commission was in agreement with this request. <br /> <br />Discussion at this time centered on landscaping and signage. It was <br />indicated that the site plan lacked detail as far as the landscaping <br />was concerned. Staff suggested evergreens on the west side of the <br />church property to help minimize the visual effect of the church <br />property on surrounding vacant properties. The Commission was in <br />agreement with this request. <br /> <br />e <br /> <br />COMMISSIONER FUCHS MOVED TO RECOMMEND APPROVAL TO THE CITY COUNCIL FOR <br />A CONDITIONAL USE PERMIT TO ALLOW AN INSTITUTIONAL USE (CHURCH) FOR <br />ABIDING SAVIOR EVANGELICAL LUTHERAN CHURCH LOCATED ON 193RD AVENUE <br />BASED ON THE FINDINGS OF FACT AS STATED IN STAFF'S MEMO WITH THE <br />FOLLOWING STIPULATIONS: <br /> <br />1. THAT THE PARKING AND DRIVE BE HARDSURFACED AND STRIPED. THAT THE <br />DRIVE BE MADE THREE LANES, ONE ENTRANCE, TWO EXITS: THE LEFT EXIT <br />LANE BEING A LEFT HAND TURN LANE AND THE RIGHT EXIT BEING A RIGHT <br />HAND TURN LANE. <br /> <br />2. THAT THE CHURCH BE REQUIRED TO PROVIDE ONE PARKING STALL FOR EACH <br />FOUR SEATS IN THE MAIN SANCTUARY AS PER CITY ORDINANCE. <br /> <br />3. THAT THE EXTERIOR OF THE CHURCH BE BRICK AS PROPOSED ON THE <br />ATTACHED PLANS. <br /> <br />4. THAT THE LIGHTING FOR THE PARKING LOT BE AS PER CITY CODE. <br /> <br />5. <br /> <br />THAT TO THE MAXIMUM EXTENT POSSIBLE THE NATURAL VEGETATION ON THE <br />SITE (TREES AND GRASS) BE LEFT UNDISTURBED. THE AREAS DISTURBED BY <br />CONSTRUCTION ON THE LOT MUST BE STABILIZED WITH AT LEAST GRASS AND <br />A MINIMUM OF TREES AND SHRUBS. FURTHER, THAT EVERGREENS BE <br />PLANTED ON THE WEST SIDE OF THE PROPOSED PARKING LOT EXTENDING 15 <br />FEET SOUTH OF THE SOUTH END OF THE PARKING LOT TO SCREEN IT FROM <br />THE ADJACENT RESIDENTIAL DWELLING. LASTLY, UTILITIES ON SITE AND <br />THE PROPOSED FREESTANDING SIGN MUST BE SCREENED. LANDSCAPING <br />DETAILS TO BE APPROVED BY STAFF. <br /> <br />e <br />
