THAT THE CHURCH PETITION FOR THE IMPROVEMENT OF 193RD AVENUE WHICH <br />WAIVES THEIR RIGHT TO APPEAL THE IMPROVEMENT. <br /> <br />7. THAT THE CHURCH BE ALLOWED, FOR THE TIME BEING, TO UTILIZE AN ON <br />SITE SEPTIC SYSTEM, THE DESIGN CALCULATIONS OF WHICH MUST BE BY A <br />CERTIFIED DESIGNER AFTER A PERK TEST. <br /> <br />8. THAT SIGNAGE FOR THE CHURCH BE AS PER CITY CODE WITH THE <br />FREESTANDING SIGN PROPOSED HAVING ITS PILLARS CONSTRUCTED OF BRICK <br />AS PROPOSED. <br /> <br />9. THAT PRIOR TO BUILDING PERMIT ISSUANCE, A GRADING PLAN WITH <br />DRAINAGE ELEVATIONS BE APPROVED BY THE CITY ENGINEER. FURTHER <br />THAT THE CHURCH GAIN THE APPROPRIATE. DRAINAGE EASEMENTS, IF <br />NEEDED, AND THAT THE PARKING AREA BE STORM PIPING AS RECOMMENDED <br />BY THE CITY ENGINEER. <br /> <br />10. THAT IF A DUMPSTER IS PLACED ON THE SITE IT BE SCREENED IN A <br />DESIGN ARCHITECTURALLY HARMONIOUS WITH THE DESIGN OF THE CHURCH <br />BUILDING. <br /> <br />11. THAT NO MECHANICAL UNITS BE ALLOWED ON THE ROOF OF THE CHURCH <br />BUILDING. <br /> <br />e <br /> <br />BASED UPON THE FINDINGS OF FACT AS STATED IN STAFF'S MEMO. <br />COMMISSIONER EBERLEY SECONDED THE MOTION. Fish) <br />PJmliQ_._He!!.rl!l~ <br /> <br />Stephen Rohlf, Building and Zoning Administrator, stated that Elk River <br />Printing is requesting a conditional use permit for light manufacturing <br />(printing) in Barrington Place PUD. He indicated Elk River Printing is <br />proposing to use the north half of the building located at 596 Dodge <br />Avenue. <br /> <br />After discussing this issue, there was some concern with the exhaust <br />fan regarding noise and odor. Gary Santwire indicated if the fan <br />becomes a problem it can go out the roof. He explained the fan will be <br />about 5 times the size of a bathroom fan and should not be a problem. <br /> <br />COMMISSIONER JOHNSON MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF <br />THE CONDITIONAL USE PERMIT FOR LIGHT MANUFACTURING (PRINTING) IN <br />BARRINGTON PLACE PUD WITH THE FOLLOWING STIPULATIONS: <br /> <br />,........ <br /> <br />e <br /> <br />1. THAT THE CONDITIONAL USE PERMIT FOR LIGHT MANUFACTURING IN THIS <br />LOCATION IS SPECIFICALLY FOR "PRINTING" AS DEFINED BY ELK RIVER <br />PRINTING'S CURRENT OPERATION. ANY MAJOR EXPANSION OF ELK RIVER <br />PRINTING'S OPERATION REQUIRES AN ADDITIONAL REVIEW. <br /> <br />2. THAT NO OUTSIDE STORAGE BE ALLOWED. <br />
