CU 96-28, BASED UPON THE FOLLOWING CONDITIONS AND THE <br />FACT THERE WAS NO OPPOSITION DURING THE PUBLIC HEARING: <br /> <br />1. APPROVAL FROM MN/DOT BE RECEIVED FOR THE PROPOSED GRADING IN <br />THE HIGHWAY 169 RIGHT OF WAY. <br /> <br />2. THE EXISTING FIRE HYDRANT SOUTH OF THE FIRST ENTRANCE INTO THE SITE BE <br />RELOCATED AT A LOCATION ACCEPTABLE TO THE FIRE CHIEF. <br /> <br />3. THE TRAFFIC CONTROL/LANDSCAPED ISLAND AT THE SOUTHEAST CORNER <br />OF THE BUILDING BE REMOVED TO EASE IN SNOWPLOWING THE PARKING <br />LOT. <br /> <br />4. THE LANDSCAPING SHOWN NEAR THE ENTRANCE TO THE LIQUOR STORE <br />FACILITY BE REMOVED AND REPLACED WITH CONCRETE. <br /> <br />5. ALL SIDEWALKS ADJACENT TO PARKING AREAS WILL NEED TO BE A <br />MINIMUM OF 6 FT. IN WIDTH. <br /> <br />6. THE POLICE DEPARTMENT HAS ASKED THAT AN ADDITIONAL WINDOW ON <br />BOTH SIDES OF THE ENTRANCE BE PROVIDED TO IMPROVE THE EMPLOYEES' <br />SURVEILLANCE OF THE PARKING LOT. <br /> <br />7. Deana Larsen is requesting a conditional use <br />permit to allow therapeutic massage as part of her Waterfall Day Spa business at <br />705 Main Street. The business also includes tanning booths, facials, pedicures, <br />and a retail section. Due to a fire at their original location at 657 Main Street, Ms. <br />Larsen is leasing this space until their permanent location is secured in the Snyder <br />building. There will be one licensed massage therapist. Hours of operation are <br />Monday through Friday 9 a.m. to 9 p.m. and Saturday 9 a.m. to 3 p.m. The <br />applicant received a sign permit of a 2' by 8' wall sign. Staff recommends <br />approval of the request with the conditions outlined in the staff report. <br /> <br />. <br /> <br />Scott Harlicker explained that since the conditional use permit goes with the <br />property, after the applicant moves, if someone leased the site within one year, <br />
