The City of Elk River is requesting a conditional use <br />permit for site plan review to construct a 12,818 sq. ft. off-sale liquor store at the <br />northeast corner of 193rd and Highway 169 (Lot 1, Block 1, Hillside Crossing) and <br />amend the PUD agreement for Hillside I and II to allow wall signage similar to Elk <br />Park Center. <br /> <br />Gary Tushie of Tushie-Montgomery and Associates, Inc., the City of Elk River's <br />project consultant, presented plans for the proposed liquor store. Mr. Tushie <br />reviewed the building location, design and layout, landscaping, traffic circulation <br />and parking. Mr. Tushie noted rather than striping the parking lot for 8 car-trailer <br />parking spaces, Mr. Dolejs has recommended striping the parking lot for <br />passenger vehicles and allow car-trailer parking to occur wherever it may be <br />convenient, as is the case at the current liquor store site. <br /> <br />Steve Ach indicated staff recommends the Planned Unit Development <br />Agreement for Hillside Crossing be amended to allow 2 walls signs to be placed <br />on the two freestanding sites in the development, which is consistent with the <br />signage requirements in Elk Park Center. <br /> <br />Chair Anderson opened the public hearing. There being no comments from the <br />public, Chair Anderson closed the public hearing. <br /> <br />Commissioner Mesich questioned where the proposed reader board would be <br />located, and, if the building would have a sprinkler fire protection system. Mr. <br />Tushie indicated the electronic reader board would be placed over the main <br />entrance doors, and that the building would be sprinklered. <br /> <br />Commissioner Sullivan suggested if parking became a problem on Evans Street, it <br />be posted "no parking" . Discussion followed regarding parking and the sidewalk <br />along the west side of Evans from 193rd Avenue. <br /> <br />COMMISSIONER THOMPSON MOVED THE PLANNING COMMISSION RECOMMEND <br />APPROVAL OF THE CITY OF ELK RIVER'S REQUEST FOR A CONDITIONAL USE PERMIT <br />
