Platting of Small Tracts - In the platting of small tracts of land fronting <br />on arterial streets where there is no convenient access to existing entrances, <br />and where access from such plat would be closer than one-fourth (1/4) mile <br />from an existing access point, a temporary entrance permit may be granted. <br />Provision shall be made in such plats for the connection of roads to <br />neighboring land. As the neighboring land is platted and developed, and access <br />becomes possible at a preferred location, such temporary entrance permits <br />shall become void, at the discretion of the City Council. <br /> <br />m. Half Streets - Half streets shall be prohibited except where it will be <br />practical to require the dedication of the other half when the adjoining <br />property is subdivided, in which case the dedication of a half street may <br />be permitted. The probable length of time elapsing before dedication of the <br />remainder shall be a factor considered in making this determination. <br /> <br />n. Private Streets - Private streets shall not be permitted nor shall public <br />improvements be approved for any private streets. <br /> <br />o. Hardship to Owners of Adjoining Property - Street arrangements for:tbe <br />proposed subdivision shall not cause undue hardhsip to owners of adjoining <br />property in subdividing their own land and providing convenient access to <br />it. <br /> <br />. <br /> <br />p. Dedication - All proposed streets shown on the plat shall be in conformity <br />with the Comprehensive Development Plan and County comprehensive plans and <br />shall be offered for dedication as public streets. <br /> <br />q. Double Frontage Lots - Double frontage lots with frontage on two (2) <br />parallel streets or reverse frontage shall not be permitted except where lots <br />back on an arterial or collector street. Such lots shall have an additional <br />depth of at least ten (10) feet to accommodate vegetative screening along <br />the back lot line. <br /> <br />6. Sewage Disposal. <br /> <br />a. In areas being platted without public or central sewage systems, <br />construction, location and design of all individual sewage treatment systems <br />shall be in accordance with the following general minimum requirements <br />installed in compliance with the requirements of the City Director of Community <br />Development and any other applicable ordinances: <br /> <br />1. 600 square feet of drainfield plus a 1,200 gallon tank; or <br /> <br />11. 200 lineal feet of trenching equivalent to 600 square feet (at <br />least two trenches) plus a 1,200 gallon tank. <br /> <br />. <br /> <br />b. Alternatively, at the applicant's election and expense, construction, <br />location, design and inspection of all individual sewage treatment systems <br />within the City shall be in accordance with Minnesota Pollution Control Agency <br />Individual Sewage Treatment Systems Standards, 1980 edition (6 MCAR Section <br />4.8040, hereinafter and heretofore referred to as "WPC 40"), which standards <br />are hereby adopted by reference and made a part hereof as fully as though <br /> <br />16. <br />
