The length, width and acreage of blocks shall be sufficient to provide <br />convenient and safe access, circulation, control and street design. Blocks may <br />not be longer than one thousand three hundred (1,300) feet, or shorter than three <br />hundred (300) feet except as specifically recommended by City staff and concurred <br />with by the City Council to foster innovative design consistent with sound planning <br />principles. Pedestrian ways may be required on blocks longer than nine hundred <br />(900) feet or in other areas to provide access to schools, parks and other <br />destination points. Pedestrian ways shall be at least ten (10) feet wide and shall <br />be located so as to minimize intersections with streets. <br /> <br />5. Lots. <br /> <br />a. Location - All lots shall abut for their full required minimum frontage <br />on a publicly dedicated street. <br /> <br />b. Size - Lot dimensions shall comply with minimum lot area and other <br />dimensional requirements specified in the Zoning Ordinance. <br /> <br />c. Side Lot Lines - Side lines of lots shall be substantially at right angles <br />to straight street lines or substantially radial to curved street lines. <br /> <br />d. Drainage - Lots shall be graded so as to provide drainage away from <br />building locations. <br /> <br />e. Natural Amenities - Lots shall be placed to preserve and protect natural <br />amenities, such as vegetation, wetlands, steep slopes, water courses and <br />historic areas. <br /> <br />f. Lot Remnants - All remnants of lots less than mlnlmUm lot size remaining <br />after the subdividision of a larger tract must be added to adjacent lots rather <br />than be allowed to remain as unusable parcels. <br /> <br />g. Street Jogs - Street jogs with centerline offsets of less than one hundred <br />fifty (150) feet shall be avoided for minor streets. <br /> <br />h. Minor Streets - Minor streets shall be designed to discourage use by <br />through traffic. <br /> <br />i. Cul-de-sacs - The maximum length of a street terminating in a cul-de-sac <br />shall be five hundred (500) feet, measured from the centerline of the street <br />of origin to the end of the right-of-way. <br /> <br />j. Centerline Gradients - All centerline gradients shall be at least five- <br />tenths percent (0.5%) and shall not exceed the following: arterials and <br />collector streets - five percent (5%), minor streets and marginal access <br />streets - five percent (5%). <br /> <br />k. Access to Arterial Streets - Where a proposed subdivision is adjacent <br />to a limited access highway or arterial street, there shall be no direct <br />vehicular or pedestrian access from individual lots to such highways or <br />streets. To accomplish that, right of access shall be dedicated to the City <br />on the final plat. To the extent feasible, access to arterial streets shall <br />be at intervals of not less than one-fourth (1/4) mile and through existing <br /> <br />15. <br />
