How will Highway 10 be "Redefined"?
As the southeast Elk River area continues to develop with a
mix of uses including highway business, business park, and
industrial, greater demands will be placed on the Highway
10 corridor for access and service to development. The
segment of the roadway in Elk River that is east of Highway
169 will be a subject of significant scrutiny from MnDOT
and other transportation partners in coming years to
ensure the corridor is able to serve both local and regional
travel needs. As such, it will be essential for city officials
to review any new development proposals along this
segment of the Highway 10 corridor that may potentially
impact travel and/or add to congestion. In anticipation of
multi -agency concerns about the Highway 10 corridor,
Elk River should take a proactive approach to evaluating
future growth scenarios and options for managing access
to Highway 10. Current plans for the Highway 10 corridor
include the establishment of two interchange locations
east of Highway 169: the new Twin Lakes Road corridor and
at the eastern border of Elk River in the vicinity of Jarvis or
Adams Streets.
Mainline Cross -Sections
Coordinate with the City of Ramsey
Planning studies have been completed and are ongoing
east of Elk River in Anoka County. The City of Ramsey
has conducted significant planning studies for Highway
10, with involvement from MnDOT, Anoka County, and
participation from Elk River. Studies completed in 2015 and
2019 resulted in identifying steps for the improvement of
mobility on Highway 10 in Ramsey. In general, the highway
is on the path toward becoming a freeway facility.
The City of Elk River should coordinate with the City of
Ramsey to ensure plans and potential modifications to
Highway 10 align with the future land use development
plan for this area of Elk River.
Highwaylo Preliminary Design and Environmental Documentation, SRF Consulting Group Inc and MnDOT
84 Transportation & Mobility Plan - Elk River Comprehensive Plan
