Develo East-West and <br />North-gouth Connections <br />Through the Community <br />The community's roadway network is currently <br />constrained by a lack of connectivity. While the city land <br />mass is oriented in a north -south manner, most of the <br />development within Elk River is oriented east -west and <br />divided by high volume roadways (Highway 169 and <br />Highway 10). To make matters more challenging, the <br />growth of Elk River's transportation network occurred in <br />a generally piecemeal fashion, concurrent with devel- <br />opment. This resulted in a built environment that offers <br />limited options for continuous local routes across the city, <br />frustrating drivers and extending commuter times. <br />CSAH 33 Corridor <br />The 169 Redefine project will provide some relief by elim- <br />inating at -grade crossings along Highway 169. Another <br />option to enhance east -west ties include realigning <br />segments of current CSAH 33. With potential realign- <br />ments of that roadway occurring on either side of Highway <br />169, the CSAH 33 corridor has the potential to become a <br />high -demand east -west route across northern Elk River. <br />With future growth in Elk River, the CSAH 33 corridor is <br />likely to be reclassified from a collector street to a minor <br />arterial route. <br />Twin Lakes Road <br />Similarly, other areas of growth in Elk River, such as the <br />eastern side of the city, will create opportunities for estab- <br />lishing clear north -south travel corridors. The 2019 study <br />of Twin Lakes Road (CSAH 33, a minor arterial route) by <br />Sherburne County sheds light on the methods necessary <br />to preserve that asset. The Twin Lakes Road (CSAH 13) <br />corridor has several improvements identified for it, along <br />with the realignment of a portion near Highway 10 that <br />would be supportive of a better -spaced network for access <br />and future creation of a highway interchange. <br />Filmore to Jarvis Connection <br />As part of relieving pressure on Twin Lakes Road, oppor- <br />tunities to further enhance north -south travel should <br />be considered such as the potential connection between <br />Filmore Street and Jarvis Street. While those are currently <br />municipal streets, such a connection would likely require <br />coordination with Sherburne County for conversion to a <br />county road. <br />School Street Corridor <br />Construction of the interchange at School Street and <br />Highway 169 makes this node a natural consideration for <br />addressing east -west connections in Elk River. Given the <br />prominence of School Street west of Highway 169, a new <br />evaluation of opportunities to extend the corridor to the <br />east (to Twin Lakes Road) should be considered. <br />Planned Street Improvements <br />Local street corridor improvements should also be made <br />as growth occurs. For instance, a new connection between <br />Twin Lakes Road and County Road 40 (Cleveland Road) <br />is planned. Similarly, a new 5th Street connection from <br />Dodge Street to Twin Lakes Road is planned.
