- 7.. <br />Establish Design Guidelines for <br />"Experience -Based Development" <br />Experience -based development incorporates a mix of <br />commercial, service, restaurant, and entertainment uses, <br />and "third spaces' as discussed in City-wide Economic <br />Development Policies section of this framework. This type <br />of development also includes improvements like internal <br />roadway streetscape, sidewalks, on -street parking, and <br />other elements that enhance the pedestrian environment. <br />To make it easy for new development to provide high <br />quality design that meets the desires of the community, the <br />city should establish design guidelines for the commercial <br />areas targeted for experience -based development along <br />the Highway 169 corridor. The guidelines would not only <br />provide fair certainty to residents, existing businesses, and <br />potential investors, they would also help to further expedite <br />development approval processes by minimizing the need <br />for multiple meetings to refine a proposal. Design guide- <br />lines should be clear, concise, and easy to interpret for <br />developers and architects and specify the type of desired <br />development in this area. <br />One essential component of experience -based develop- <br />ment is the prioritization of pedestrians and public spaces <br />over vehicles. Although patrons will likely drive to these <br />developments, they will be encouraged to "park once and <br />walk" similar to the Shoppes at Arbor Lakes in Maple Grove. <br />Accommodate Evolving Transportation and <br />Shopping Trends <br />To further enhance the Highway 169 corridor, the city <br />should require the development of safe and accessible <br />pedestrian networks within sites as well as shared parking <br />to promote walking over driving between shops. Further, <br />the city should consider standards that require the specific <br />designation of ride -sharing service drop-off and pick-up <br />areas and curbside pick-up spots within sites to avoid <br />conflict between the pedestrian and vehicular circulation <br />routes. <br />In addition, the city should also consider the Northstar <br />Station as an opportunity to leverage future shopping <br />trends.
