This could include buildings such as the <br />Marcus Elk River Cinema or the inline shops along Dodge <br />Avenue which have experienced a decline in part due to <br />the nation-wide shift to e-commerce that has caused a <br />decrease in in -person shopping. Creative approaches for <br />adaptive re -use should be considered, such as allowing for <br />anchor spaces to be converted to multi -family uses, estab- <br />lishing lifestyle centers with office and entertainment uses, <br />and permitting the development of food halls, coworking <br />spaces, makerspaces, art studios, live -work spaces, and <br />incubator spaces. <br />I% <br />Example: Before adaptive reuse. vacantpropertywith boarded up <br />windows <br />Highway 10 Commercial <br />Highway 10 commercial areas primarily consist of a mix <br />of auto -oriented retail and service businesses clustered in <br />nodes located in the far west and southeast portions of the <br />city. Highway 10 commercial should provide supporting <br />food and service options for residents and employees in <br />the surrounding vicinity and help to alleviate the need <br />to travel outside of these areas for essentials. However, <br />unlike neighborhood commercial areas, these areas could <br />accommodate larger scale commercial development <br />such as grocery stores. Commercial development in these <br />areas should provide high quality design that improves <br />the appearance of the corridor. In addition, Highway 10 <br />commercial uses that are located adjacent to industrial <br />uses should utilize setbacks and buffering to mitigate <br />nuisances such as noise from impacting outdoor dining or <br />other such amenities. <br />Example: After adaptive reuse.
