101 )
Highway 169 Commercial
The city should continue to leverage the Highway 169 area
which draws patrons from within and beyond Elk River and
plays an important role in supporting the city's tax base.
The Highway 169 commercial corridor is surrounded by
established neighborhoods and has limited opportunities
for expansion; therefore, this area should be prioritized for
strategic reinvestment to reposition underutilized portions
of the corridor and better situate them for destination/life-
style experiential shopping.
Highway 169 Commercial
Update Development Standards
for Highway M Corridor
Commercial Reinvestment
Currently, much of the development that occurs in Elk
River is approved through a Planned Unit Development
or other quasi-judicial process that requires multiple
meetings and adds time and cost to development. To
streamline development approval and spur reinvestment
and new development, the city should consider updating
the development standards for commercial development
along Highway 169. By enhancing development standards,
the city can allow for more uses and development to occur
as of right, knowing that improvements and amenities that
were once only achieved through conditions placed on
approvals are now requirements.
Updates could include, but should not be limited to
requiring:
• Monument signs and wall signs with individually affixed
letters,
• Public gathering spaces,
• Screening of service areas such as loading bays and
trash/recycling receptacles,
• High quality building materials,
• Facade articulation,
• Pedestrian circulation/sidewalks that connect to all build-
ings on the site and adjacent sites,
• Minimum storefront transparency to allow visibility into
stores,
• On site stormwater management.
Elk River Comprehensive Plan • Economic Development Plan
DICL\arri]C1CIMAIVAVKOILII Wo
61
