k.. <br />Highway Safety Improvement Program <br />The Highway Safety Improvement Program (HSIP) is <br />administered by the Federal Highway Administration <br />(FHWA). This program is intended to reduce traffic fatal- <br />ities and serious injuries on all public roads. This Feder- <br />al -aid program had a 2020 budget of $2.4 billion. To <br />access HSIP funds, a state must develop, implement, and <br />update a state highway safety program (SHSP), produce a <br />program of projects or strategies to reduce identified safety <br />problems, and evaluate the SHSP regularly. Eligible local <br />projects include pedestrian hybrid beacons and roadway <br />improvements that provide separation between pedes- <br />trians and motor vehicles, such as medians and pedestrian <br />crossing islands. <br />Congestion Mitigation and Air <br />Quality Improvement Program <br />The Congestion Mitigation and Air Quality Improvement <br />Program (CMAQ) is administered through the Transpor- <br />tation Advisory Board of the Metropolitan Council on <br />behalf of the Federal Highway Administration. Funds can <br />be used for projects with a high level of effectiveness in <br />reducing air pollution, including improvements to bicycle <br />facilities, transit facilities, intersections, sidewalk improve- <br />ments, and signal timing. As a result of changes made to <br />the program under the FAST Act adopted in 2015, vehi- <br />cle -to -infrastructure technology projects are also eligible <br />for CMAQ funding. The most recent federal transportation <br />bill (the FAST Act) provides from $2.3 to almost $2.5 billion <br />in CMAQ funding for each year of the authorization-2016 <br />through 2020. <br />Parks, Open Space & <br />Natural Resources <br />Conservation Partners <br />Legacy Grant Program <br />The Conservation Partners Legacy Program (CPL) is <br />administered by the Minnesota Department of Natural <br />Resources. CPL provides funding for projects which restore, <br />enhance, or protect forests, wetlands, prairies and wildlife <br />habitat. Matching grants range from $5,000-400,000 to <br />local government entities and other non-profit organiza- <br />tions and a 10% match of non -state funds is required for <br />all grants. The match may be cash or in -kind resources. <br />The amount and source of match must be identified at the <br />time of application, and total project costs may not exceed <br />$ 575,0 0 0. <br />Reinvest in Minnesota Critical <br />Habitat Match Program <br />The Reinvest in Minnesota Critical Habitat Match Program <br />(RIM) is administered by the Minnesota Department of <br />Natural Resources (DNR). The purpose of the program is <br />to restore certain marginal agricultural land and protect <br />environmentally sensitive areas to enhance soil and water <br />quality, minimize damage to flood -prone areas, sequester <br />carbon, and support native fish and wildlife habitats. <br />Private individual and groups may apply for the RIM <br />program to help fund the acquisition and development of <br />critical habitats by having land donations matched from a <br />special DNR state fund. <br />Elk River Comprehensive Plan • Implementation Plan <br />07MITI ad10]C1SWAI�VAVKOIilk1W1 <br />123 <br />
