Sherburne County Economic <br />Development Authority <br />The Sherburne County Economic Development Authority <br />(EDA) is located at 13880 Business Center Drive, Suite 100 <br />in Elk River. While the EDA does not offer funding directly <br />to municipalities, it does provide several programs for <br />supporting private business growth. These include startup <br />coaching, business management coaching, entrepre- <br />neur roundtables, expert panel discussions, and technical <br />assistance through the Rural Ideas Network. Sessions can <br />be scheduled and classes registered for via Sherburne <br />County's Economic Authority website. <br />Transportation & Infrastructure <br />Safe Routes to School (SRTS) <br />The Safe Routes to School program from the U.S. Depart- <br />ment of Transportation, administered though MnDOT, <br />provides funding for the planning, design, and construc- <br />tion of infrastructure related projects that will substantially <br />improve the ability of students to walk and bike to school, <br />including improvements to sidewalks, pedestrian and <br />bicycle crossings, on and off-street bicyclic facilities, and <br />traffic calming and speed reduction infrastructure. <br />State Aid for Local Transportation <br />State Aid for Local Transportation (SALT) provides funding <br />and support to local governments to assist in main- <br />taining a safe and effective roadway network. Funds are <br />determined by the Legislature and distributed through <br />MnDOT for the maintenance and construction of high- <br />ways and roadways. SALT also provides supportive staff <br />that manages the state aid system and provides technical <br />assistance in bridge design, construction and mainte- <br />nance, grant authorization for bridge construction, and the <br />coordination of local, federally funded projects . <br />Sidewalk Improvement District <br />Under Minnesota state law, a city may establish, by ordi- <br />nance, a Sidewalk Improvement District (SID) to pay all <br />or part of the cost of sidewalk construction and repair <br />by apportioning the cost throughout the property in the <br />district on a "direct or indirect benefit basis. The city may <br />establish districts in order to provide all areas with safe <br />pedestrian walkways to and from schools, school bus stops, <br />public transportation facilities, and other neighborhood <br />and community services. <br />Transportation Revolving Loan Fund <br />The Transportation Revolving Loan Fund (TRLF) serves as <br />an alternative financing tool to traditional transportation <br />funding. Established through the State Infrastructure Bank <br />Program's directives in 1997, the TRLF is used to support <br />transportation projects through a low -interest loan. As the <br />loan is repaid, the funds are returned to the TRLF. Eligible <br />projects include predesign studies; acquisition of right- <br />of-way; road and bridge maintenance, repair, improvement <br />or construction; enhancement items; rail and airport safety <br />projects; drainage and safety structures and transit capital <br />purchases. In 2014, an $18 million 1% interest loan was <br />granted to Carver County for the construction of a bridge <br />over the Minnesota River, with additional roadway safety <br />and capacity improvements. <br />Clean Water Fund Programs & Grants <br />The Minnesota Board of Water and Soil Resources operates <br />many competitive and non-competitive grants dedi- <br />cated to protecting and improving the quality of water, <br />in addition to managing water flows and reducing the <br />effects of erosion. Examples include the Multipurpose <br />Drainage Management and Soil Erosion and Drainage Law <br />Compliance Program grants.
