Continue to work with the <br />Minnesota Pollution Control <br />Agency to Manage Water Quality <br />in the City's Lakes and Rivers <br />The city's MS4 permit is periodically renewed through an <br />application process with the Minnesota Pollution Control <br />Agency (MPCA). As part of the 2021 MS4 renewal process, <br />Elk River is revising its Surface Water Management Plan. <br />The plan serves as an umbrella document for coordi- <br />nation of activities and financing mechanisms related <br />to the SWPPP and similar stormwater ordinances. The <br />MPCA has also identified three waterbodies in Elk River as <br />"impaired" - not meeting applicable water quality stan- <br />dards for various measures. Upper and Lower Lake Orono <br />exceed nutrient standards, Trott Brook is impaired with <br />low dissolved oxygen, and the Mississippi River has a total <br />suspended solids impairment. Elk River is working with <br />MPCA to develop strategic plans to address these impair- <br />ments where necessary. Significant changes in current <br />management of these waterbodies is not anticipated. <br />However, if planning efforts with MPCA result in substan- <br />tial new infrastructure costs, Elk River may need to adjust <br />the current stormwater utility fee to account for additional <br />cost. <br />Examples of green infrastructure in Elk River <br />Elk River Comprehensive Plan • Infrastructure 101 <br />D7[L\arr0]ASMAIMAM97ilk1w1 <br />
