<br />. <br /> <br />(k) Emergency Communication. Adequate <br />communication facilities shall be provided <br />for emergency purposes. <br /> <br />(1) Cleaninq Equipment. Equipment shall be <br />provided in the unloading and storage areas <br />and elsewhere as needed to allow cleaning <br />after each day of operation or as may be <br />required in order to maintain the facility <br />in a sanitary condition. <br /> <br />(m) Safety Equipment. The Solid Waste <br />Processing facility shall be provided with <br />safety equipment as necessary and required <br />by the City Council. <br /> <br />(n) Vehicle Stacking Facilities. Adequate <br />facilities must be provided to ensure that <br />no vehicle desiring entry into the Solid <br />Waste Processing Facility during permitted <br />receiving hours will have to wait outside <br />the perimeter of the Processing Facility <br />site. <br /> <br />. <br /> <br />(0) Security. The site shall be fenced and a <br />gate shall be provided at the entrance to <br />the site and kept locked when an attendant <br />is not on duty. <br /> <br />(p) Landscaping. The Solid Waste Processing <br />Facility premises shall be landscaped in <br />such a manner as to be compatible with <br />adjacent uses and aesthetically pleasing in <br />appearance. <br /> <br />(q) Additional Conditions. The City Council <br />may, in its discretion, specify additional <br />minimum requirements and conditions for the <br />operation of Solid Waste Processing <br />facilities which shall be complied with as <br />a condition for the issuance and renewal of <br />a license. <br /> <br />4. Performance Standards. A person who has been <br />granted a license by the City Council to operate <br />a Solid Waste Processing facility shall comply <br />with the following performance standards: <br /> <br />. <br /> <br />(a) Hazardous Waste Prohibited. No Hazardous <br />Waste shall be processed at any Solid Waste <br />Processing Facility within the City of Elk <br />River. Hazardous Wastes deposited at a <br />Solid Waste Processing facility shall be <br />segregated by the operator of the facility <br />and disposed of as provided by state law. <br /> <br />39. <br />
