<br />. <br /> <br />(d) Shelter and Sanitation. Shelter and <br />sanitary facilities shall be available for <br />plant personnel. <br /> <br />(e) Information Display. Subject to approval <br />by the City Council, the licensee shall <br />erect and maintain at each entrance to the <br />facility a permanent sign stating the name <br />of the facility, the Minnesota Pollution <br />Control Agency Permit No. of the facility <br />and indicating the hours and days the plant <br />is open for public use. Access to the <br />plant shall be limited to those times when <br />authorized personnel are on duty. <br /> <br />(f) Unloading. All incoming Solid Waste to be <br />processed at the facility shall be confined <br />to the unloading area. Adequate capacity <br />shall be provided. No processed or <br />unprocessed solid waste shall be stored <br />except in fully enclosed areas, except that <br />recovered metals may be stored in open top <br />trailers. Litter control devices, as <br />necessary, shall be provided in unloading <br />areas and other areas of the facility. <br /> <br />. <br /> <br />(g) Dust and Odor Control. Facilities shall be <br />designed to provide for dust and odor <br />control in unloading and processing areas. <br /> <br />(h) Weiqhinq Facilities. Solid Waste <br />Processing Facilities shall have weighing <br />facilities available. Permanent records <br />shall be maintained indicating the total <br />weight of material processed, the total <br />quantity of resulting processed waste, and <br />total hours of plant operations. These <br />records shall be available for inspection <br />upon request by the City. <br /> <br />(i) Fire Equipment. Fire fighting equipment, <br />meeting the standards of Underwriters <br />Laboratory, Inc., or other approved, <br />nationally recognized safety standards, <br />shall be available in the unloading and <br />storage areas and elsewhere as needed. <br /> <br />(j) Fire Protection. Arrangements shall be <br />made with the local fire protection agency <br />to provide fire fighting forces in an <br />emergency. <br /> <br />. <br /> <br />38. <br />
