<br />. <br /> <br />. <br /> <br />. <br /> <br />utilized for these purposes and the volume <br />of truck traffic which the Solid Waste <br />Processing Facility will generate on these <br />roadways; <br /> <br />(k) <br /> <br />Specific plans for the disposal of Solid <br />Waste and Hazardous or Dangerous Waste <br />received, generated, or processed at the <br />Facility, and for the emergency disposal of <br />Solid Waste not processed due to facility <br />breakdowns, including the identification of <br />any Sanitary Landfill located within the <br />City of Elk River proposed to be used for <br />disposal of Solid Waste processed at the <br />facility or for the emergency disposal of <br />Solid Waste brought to the facility and not <br />processed; <br /> <br />( 1 ) <br /> <br />Such additional information and data as may <br />be required by the city Building and Zoning <br />Administrator, the Planning Commission, or <br />the City Council. <br /> <br />3 . <br /> <br />Minimum Requirements. The following minimum <br />requirements shall be established, constructed, <br />provided, and maintained for the Solid Waste <br />processing facility: <br /> <br />(a) Protection of the Public Health, Safety, <br />and General Welfare. The Solid Waste <br />Process Facility shall be so situated, <br />equipped, operated, and maintained so as to <br />minimize to the maximum extent possible, <br />using the best available technology, any <br />potential adverse impact on the public <br />health, safety, and general welfare. <br /> <br />(b) Minimal Interference With other Activities. <br />The Solid Waste Processing Facility shall <br />be so situated, equipped, operated, and <br />maintained so as to minimize impacts on and <br />interference with other land uses and <br />activities in the area. <br /> <br />(c) Pollution Control Equipment. The Solid <br />Waste Processing facility shall be equipped <br />with the best available technology for <br />controlling wash water, leachate, and other <br />potential pollutants. The City Council may <br />require that specific pollution and control <br />equipment be provided if, in its sole <br />discretion, such equipment is necessary to <br />protect the health, safety, and general <br />welfare of the community. <br /> <br />37. <br />
