<br />. <br /> <br />(j) Fire Protection. Arrangements shall be <br />made with the local fire protection agency <br />to provide fire fighting forces in an <br />emergency. <br /> <br />(k) Emerqency Communication. Adequate <br />communication facilities shall be provided <br />for emergency purposes. <br /> <br />(1) Cleaninq Equipment. Equipment shall be <br />provided in the storage and charging areas <br />and elsewhere as needed to allow cleaning <br />after each day of operation or as may be <br />required in order to maintain the facility <br />in a sanitary condition. <br /> <br />(m) Safety Equipment. The charging openings, <br />as well as all equipment throughout the <br />plant, shall be provided with safety <br />equipment. <br /> <br />. <br /> <br />(n) Vehicle Stackinq Facilities. Adequate <br />facilities must be provided to ensure that <br />no vehicle desiring entry into the site <br />will have to wait outside the perimeter of <br />the Waste Burning Facility site; <br /> <br />(0) Security. The Waste Burning Facility shall <br />be fenced or otherwise secured and a gate <br />shall be provided at the entrance to the <br />site and kept locked when an attendant is <br />not on duty; <br /> <br />(p) Landscapinq. The Waste Burning Facility <br />shall be landscaped in such a manner as to <br />be compatible with adjacent uses and <br />aesthetically pleasing in appearance. <br /> <br />(q) Additional Conditions. The City Council <br />may, in its discretion, specify additional <br />minimal requirements and conditions for the <br />operation of Waste Burning Facilities which <br />shall be complied with as a condition for <br />the issuance and renewal of a license. <br /> <br />4. Performance Standards. A person who has been <br />granted a license by the the City Council to <br />operate a Waste Burning Facility shall comply <br />with the following performance standards: <br /> <br />. <br /> <br />(a) Hazardous Waste Prohibited. No Hazardous <br />Wastes shall be burned or stored at any <br />Waste Burning Facility located in the City <br />of Elk River. <br /> <br />32. <br />
