<br />. <br /> <br />emission control equipment be provided, <br />including, without limitation, bag houses, <br />scrubbers, and electrostatic precipitators, <br />if, in its sole discretion, such equipment <br />is determined to be necessary to protect <br />the health, safety, and general welfare of <br />the community. <br /> <br />(d) <br /> <br />Shelter and Sanitation. Shelter and <br />sanitary facilities shall be available for <br />plant personnel. <br /> <br />(e) <br /> <br />Information Display. Subject to approval <br />by the City Council, the licensee shall <br />erect and maintain at each entrance to the <br />Facility a permanent sign stating the name <br />of the Facility, the Minnesota Pollution <br />Control Agency permit number of the <br />Facility, and indicating the hours and days <br />the plant is open for public use. Access <br />to the plant shall be limited to those <br />times when authorized personnel are on <br />duty. <br /> <br />. <br /> <br />(f) Unloading. All incoming Solid Waste to be <br />burned at the Facility shall be confined to <br />the unloading area. Adequate capacity <br />shall be provided. No solid waste shall be <br />stored except in enclosed areas. Litter <br />control devices, as necessary, shall be <br />provided in unloading areas and other areas <br />of the Facility. <br /> <br />(g) Dust and Odor Control. Facilities shall be <br />designed to provide for dust and odor <br />control in unloading and charging areas. <br /> <br />(h) Weiqhinq Facilities. Waste burning <br />facilities shall, if required by the City <br />Council, have weighing facilities <br />available. Permanent records shall be <br />maintained indicating the total weight of <br />material burned, the total quantity of <br />resulting residues, and the total hours of <br />plant operation. These records shall be <br />available for inspection upon request by <br />the City. <br /> <br />. <br /> <br />(i) Fire Equipment. Fire fighting equipment, <br />meeting the standards of Underwriters <br />Laboratory, Inc., or other approved, <br />nationally recognized safety standards, <br />shall be available in the storage and <br />charging areas and elsewhere as needed. <br /> <br />31. <br />
