<br />. <br /> <br />. <br /> <br />. <br /> <br />Building and Zoning Administrator, the <br />Planning Commission, or the City Council. <br /> <br />3 . <br /> <br />Minimum Requirements. The following minimum <br />requirements shall be established, constructed, <br />provided and maintained at the sanitary Landfill <br />site: <br /> <br />(a) Protection of the Public Health, Safety, <br />and General Welfare. The Sanitary Landfill <br />shall be so situated, equipped, operated, <br />and maintained so as to minimize to the <br />maximum extent possible, using the best <br />available technology, any potentially <br />adverse impact on the public health, <br />safety, and general welfare. <br /> <br />(b) Minimal Interference with Other Activities. <br />The sanitary Landfill shall be so situated, <br />equipped, operated, and maintained so as to <br />minimize impacts on and interference with <br />other land uses and activities in the area. <br /> <br />(c) Leachate Collection Systems. All Sanitary <br />Landfills shall be equipped with a liner <br />and leachate collection system adequate to <br />collect all leachate which may be generated <br />at the site. The City Council shall also <br />require leachate collection systems for <br />existing solid waste deposits if, in its <br />sole discretion, it is determined to be <br />necessary for the protection of the public <br />health, safety, and general welfare. <br />Leachate collected shall not be disposed of <br />in the City of Elk River, or in the Elk <br />River Sewer System or sewage treatment <br />plant, unless specific permission to do so <br />is granted by the City. <br /> <br />(d) Sanitary Facilities. Sanitary facilities <br />and shelter shall be provided for site <br />personnel; <br /> <br />(e) Litter Control. Litter control devices, <br />such as portable and permanent fences shall <br />be provided; <br /> <br />(f) Electrical Service. Adequate electrical <br />service shall be provided at the site for <br />operations and repairs; <br /> <br />(g) Fire Equipment. Fire fighting facilities <br />on site adequate to ensure the safety of <br />the public and employees; <br /> <br />24. <br />
