<br />. <br /> <br />(h) Safety Equipment. Emergency first aid <br />equipment to provide adequate treatment for <br />accidents, including those resulting from <br />hazardous and toxic wastes; <br /> <br />(i) Water. A potable water supply for site <br />personnel; <br /> <br />(j) Storage. Shelter for maintenance and <br />storage of site operations equipment; <br /> <br />(k) Vehicle stacking Facilities. Adequate <br />vehicle stacking facilities must be <br />provided to ensure that no vehicle desiring <br />entry into the site shall have to wait <br />outside the perimeter of the Sanitary <br />Landfill site; <br /> <br />(1) Communication. Adequate communication <br />facilities shall be provided for emergency <br />purposes; <br /> <br />(m) Security. The site shall be fenced and a <br />gate shall be provided at the entrance to <br />the site and kept locked when an attendant <br />is not on duty; <br /> <br />. <br /> <br />(n) Haul Roads. An all-weather haul roads <br />shall be provided to the unloading area; <br /> <br />(0) Adequate Equipment. Equipment sufficient <br />for spreading, compacting, and covering <br />operations to include sufficient reserve <br />equipment or arrangements to immediately <br />provide for equipment during periods of <br />breakdown; <br /> <br />(p) Information Display. Subject to approval <br />by the City council, the licensees shall <br />erect and maintain at each entrance to the <br />site a sign stating the name of the <br />facility, the schedule of days and hours <br />the facility is open to the public, prices <br />for use of the facility, the Minnesota <br />Pollution Control Agency permit number and <br />the penalty for nonconforming dumping. <br /> <br /> <br />(q) Water Quality Monitoring. An appropriate <br />ground and surface water quality monitoring <br />system shall be provided at the licensee's <br />expense; <br /> <br />. <br /> <br />25. <br />
