<br />. <br /> <br />(0) A plan describing the financial mechanisms <br />which will assure the City that there will <br />be funds to properly close the Landfill and <br />to provide for long term monitoring and <br />maintenance of the landfill site following <br />closure and to provide for long term <br />liability coverage after the landfill is <br />closed for third party personal injury and <br />property damage and for the protection of <br />environmental quality; <br /> <br />(p) A plan or submittal of assurances to the <br />City satisfactorily addressing the issue of <br />long-term roadway maintenance during the <br />operations tenure on those routes providing <br />primary landfill site access; <br /> <br />(q) A report indicating: <br /> <br />(1) Population and areas expected to be <br />served by the proposed Sanitary <br />Landfill; <br /> <br />(2) Anticipated type, quantity, and source <br />of material to be disposed of at the <br />site; <br /> <br />. <br /> <br />(3) Geological formations and groundwater <br />elevations to a depth of at least ten <br />feet below proposed excavation at the <br />lowest elevation of the site, <br />including the immediate ground water <br />table. Such data shall be obtained by <br />soil borings or other appropriate <br />means; <br /> <br />(4) The source and permeability <br />characteristics of cover materials to <br />be utilized and methods for protecting <br />cover material for winter operations; <br /> <br />(5) Type and amount of equipment to be <br />provided at the site for excavating, <br />earth moving, spreading, compacting, <br />and other needs; <br /> <br />(6) Proposed operating procedures, <br />including consideration of each item <br />identified in Minnesota Rules, Section <br />7035.1700. <br /> <br />. <br /> <br />(r) Such additional information and data, <br />including any additional environmental <br />analysis, as may be required by the City <br /> <br />23. <br />
