<br />ARTICLE III. DESIGN OF SYSTEM <br /> <br />SECTION 1. CHANNEL CAPACITY - SUBSCRIBER NETWORK <br /> <br />A system capable of providing at least 53 downstream <br />video channels and four fully activated upstream channels <br />shall be constructed pursuant to the conditions of the <br />proposal of Rite Cable. <br /> <br />SECTION 2. PICTURE QUALITY AND TECHNICAL REQUIREMENTS <br /> <br />Rite Cable will be required to transmit a signal to the <br />subscriber, and further to comply with all technical <br />standards of their proposal and Federal Communications Com- <br />mission requirements. <br /> <br />SECTION 3. TWO-WAY CAPACITY <br /> <br />Rite Cable shall. initially activate return channels at <br />the time of system activation as reqiired by this section. <br /> <br />SECTION 4. FACILITIES <br /> <br />Rite Cable shall construct its facilities as set forth <br />in its proposal to the City. <br /> <br />SECTION 5. SPECIAL CHANNEL AND ACCESS REQUIREMENTS <br /> <br />The System shall carry broadcast stations, an emergency <br />override system and 5 special access channels including <br />public, school, government, leased, and a community <br />education-library access. The franchise details specific <br />access rules which must be developed by Rite Cable. <br /> <br />SECTION 6. SERVICE TO PUBLIC BUILDINGS AND EDUCATIONAL <br />INSTITUTIONS <br /> <br />Rite Cable will provide service to the governmental and <br />non-governmental institutions listed in Section 6 of the <br />franchise. <br /> <br />SECTION 7. INTERCONNECTION <br /> <br />The System serving the cities of Big Lake, Buffalo, <br />Cokato, Dassel, Delano, Elk River, Maple Lake, Monticello, <br />Rockford, and Watertown, Minnesota, shall be completely <br />interconnected. The System shall also be constructed so <br />that other systems now or hereafter constructed in any area <br />adjacent to the System may be interconnected. <br /> <br />- 3 - <br />
