<br />. <br /> <br />2. Promotions. The City shall fill all job vacancies with <br />the individual it deems best qualified for the position. Although <br />qualified candidates from within the City may be considered for <br />available job positions, the City reserves the right to hire <br />qualified candidates from outside the City at any time. <br /> <br />3. Demotions. An employee may be demoted for unsatisfactory <br />performance of duties, for disciplinary reasons or as part of the <br />City's reorganization plan. An employee may receive a decrease in <br />pay in conjunction with a demotion. <br /> <br />4. Orientation Period. <br /> <br />a. <br /> <br />. <br /> <br />Purpose - The requirement of successfully completing <br />an Orientation Period shall be an integral part of <br />the City's evaluation of an employee. During the <br />Orientation Period, the City shall closely observe an <br />employee's work to ensure that the employee <br />demonstrates that he/she is qualified for the <br />position to which he/she has been appointed. <br />Performance, skills, and ability demonstrated during <br />the Orientation Period shall be evaluated by the <br />employee's supervisor in order to determine whether <br />the employee should continue to be retained by the <br />City. An employee whose performance does not meet <br />the work standards of the position to which he/she <br />has been appointed, as determined in the City's sole <br />discretion, will not be retained. <br /> <br />b. When/Duration - All initial appointments to City <br />employment shall be subject to an Orientation Period. <br />The Orientation Period for initial appointments is <br />generally three (3) months for clerical employees and <br />six (6) months for employees working in non-clerical <br />positions. Regular Full-time and Part-time Employees <br />appointed to new positions in the City will also be <br />required to successfully complete an Orientation <br />Period. The Orientation Period for employees <br />appointed to new positions will generally not exceed <br />six (6) months. If the Regular Full-time or Part- <br />time Employee appointed to a new position is found to <br />be unsuited for that position, then the City (in its <br />sole discretion) may reinstate the employee to <br />his/her former position and former rate of pay if the <br />City determines that such reinstatement is possible. <br />Reinstatement is not guaranteed. The duration of an <br />employee's Orientation Period may be extended to <br />enable the employee's immediate supervisor to observe <br />the employee's ability to perform the duties of the <br />new position. <br /> <br />c. <br /> <br />. <br /> <br />Effect of Completing an Orientation Period - <br />Completion of the Orientation Period should not be <br />construed as a guarantee of continued employment.
