<br />. <br /> <br />Domestic Strength or wastes of <unusual character <br />shall be calculated in proportion to the wastewater <br />flow and loading at the treatment plant. No user <br />shall be charged at a rate less than that of "Normal <br />Domestic Strength Wastewater". <br /> <br />11. The measurements of such wastes are conducted <br />according to the latest edition of Standard Methods <br />for the examination of Water and Wastewater, in a <br />manner acceptable to the City as provided for in <br />Section 1300 - Sanitary Sewer; Connections, Use and <br />General Regulation. <br /> <br />iii. A study of unit costs of collection and <br />treatment processes attributable to flow, BOD, TSS <br />and other significant loading shall be developed for <br />determining the proportionate allocation of costs to <br />flows and loadings for user discharging wastes of <br />greater than normal domestic strength or wastes of <br />unusual character. <br /> <br />iv. In addition to the charges provided for herein, <br />the City may impose a surcharge on any industrial <br />user based on some other pollutant loading factor <br />which requires special treatment at the wastewater <br />treatment plant. <br /> <br />. 1302.08 - ANNUAL REVIEW OF USER CHARGE SYSTEM <br /> <br />1. Annual Review- The user charges to be assessed sewer <br />utility users, the total costs for operation, maintenance and <br />replacement, and the wastewater flow and waste contribution by <br />users and user classes shall be reviewed annually by the City. <br />The City Administrator shall submit annually to the Council of <br />the City of Elk River a report which shall inc~ude at least the <br />following: <br /> <br />a. Total costs for operation, maintenance and <br />replacement for the previous year and estimated for the <br />next year, divided into the aforesaid categories and <br />further distributed among the functions for these <br />categories: treatment, conveyance, collection and <br />administration. <br /> <br />b. Total revenue collected by user and user class for <br />the proceeding year. <br /> <br />c. Estimated or measured flow discharged by each user <br />and user class for the preceding and succeeding years, <br />including infiltration and inflow. <br /> <br />. <br /> <br />d. Estimated or measured waste discharged by each user <br />and user class for the preceding and succeeding years. <br />
