<br />. <br /> <br />The City may, at its discretion, require non-domestic <br />users to install a sewage monitoring facility. <br /> <br />Each industrial user required by the City to install <br />and maintain sewage monitoring facilities shall <br />submit to the City a monthly report of daily flow and <br />BOD on a form approved by the City. This report <br />shall be used for billing purposes and shall be <br />submitted prior to the fifteenth (15) day of the <br />subsequent month. <br /> <br />The City shall have the right to periodically or <br />continuously inspect the monitoring facilities to <br />measure, sample and analyze the industrial user's <br />flow and to analyze the samples obtained by such <br />user. In the event of any discrepancy between the <br />flows or loads determined by the City and those <br />determined by the industrial user, the values <br />determined by the City shall be used for billing <br />purposes. <br /> <br />b. Determination of User Charges for Normal Domestic <br />Strength Users: <br /> <br />. <br /> <br />User Charges for Normal Domestic Users except senior <br />citizens and unmetered water users shall be calculated as <br />a base charge for the first 7,000 gallons per quarter plus <br />a unit charge for each 1,000 gallons in excess of the base <br />usage. Senior citizens shall be charged for the actual <br />metered usage at the unit cost per 1,000 gallons. <br />Unmetered users shall be charged a flat fee calculated <br />from the average domestic usage throughout the community. <br /> <br />The user charges for the three classifications of Domestic <br />users shall be as follows: <br /> <br />i. Metered Water Users: <br /> <br />Base charge plus unit cost per 1,000 gallons for <br />usage in excess of 7,000 gallons per quarter. <br /> <br />ii. Unmetered Water Users: <br /> <br />Base charge plus 9 times the unit cost per 1,000 <br />gallons. This reflects the typical quarterly usage <br />of 16,000 gallons per Domestic connection in the City. <br /> <br />iii. Senior Citizens: <br /> <br />Actual metered water usage (rounded to 1,000 gallons) <br />times the unit cost per 1,000 gallons. <br /> <br />c. <br /> <br />Determination of User Charges for Non-Domestic Users: <br /> <br />. <br /> <br />i. Sewer service charges for users who discharge <br />wastewater with concentrations greater than Normal <br />
