Method for proportionately distributing the <br />succeeding year's estimated operation, maintenance and <br />replacement costs to each user and user class, which shall <br />comprise the proposed user charge system. <br /> <br />2. The proposed user charge system shall be submitted to the <br />Council for review and approval. Upon acceptance of the sewer <br />utility budget by the Council, the User Charge rates shall be <br />established by Council Resolution. The User Charge rates shall <br />be established to meet these general requirements: <br /> <br />a. Maintain the proportionate distribution of operation <br />and maintenance and replacement costs among users and user <br />classes. <br /> <br />b. General sufficient revenue to pay the total <br />operation, maintenance and replacement costs necessary for <br />proper operation, maintenance and replacement of the sewer <br />utility. <br /> <br />c. Apply excess revenues collected from a class of users <br />to the costs of operation, maintenance and replacement <br />attributable to that class for the next year and adjust <br />the user charges accordingly. <br /> <br />d. Calculate the user charge based on the flow and waste <br />load estimated to be discharged to the sewer utility in <br />the succeeding year, including infiltration and inflow. <br /> <br />3. Notification to Users - At least annually, following the <br />approval of the User Charges by the Council, each user shall be <br />notified of the rate and that portion of the user charge which <br />is attributable to operation, maintenance and replacement costs <br />of sewer utility services. Said notification shall be made in <br />conjunction with a regular bill. <br /> <br />1302.10 - SERVICE AVAILABILITY CHARGES (SAC) <br /> <br />The debt service for the wastewater treatment facilities shall <br />be recovered from new connections by a service availability <br />charge (SAC) assessed against new building units. <br /> <br />The service availability charge shall be paid at the time at <br />which a building permit or a sewer connection permit is issued <br />for all buildings to be constructed or connected to the sewer <br />system on or after the effective date of this ordinance. No <br />charge shall be due upon the issuance of a connection permit if <br />a charge was paid upon issuance of a building permit. The debt <br />service connection charge for each building or structure shall <br />be equal to the number of SAC units times the service <br />availability charge in effect at the time of the application. <br /> <br />The SAC units for the various Residential Dwellings shall be <br />calculated as follows: <br />
