<br />. <br /> <br />. <br /> <br />. <br /> <br />(10%) of the design flow or design pollutant loading of the <br />wastewater treatment plant. <br /> <br />TSS (Denoting "Total Suspended Solids"): Solids that either <br />float on the surface of, or are in suspension in, water, <br />sewage, or other liquid and which are removable by laboratory <br />filtering in accordance with the latest edition of "Standard <br />Methods for the Examination of Water and Wastewater." <br /> <br />USER CHARGE: The charge levied on users of City wastewater <br />disposal system facilities for the cost of operation and <br />maintenance of such facilities. <br /> <br />1302.02 - GENERAL <br /> <br />It is the purpose of this ordinance to recover from users of <br />City wastewater disposal system facilities, on an equitable <br />basis, the share of the City facilities' costs attributable to <br />such users, and to provide funds for the operation and <br />maintenance, debt service, replacement and improvements of the <br />City. <br /> <br />1. The user charges provided for in this section are hereby <br />levied and assessed upon each lodge, parcel of land, building <br />or premises having any connection with, or discharging either <br />directly or indirectly into, the City sewer system. <br /> <br />2. The Council shall annually determine and fix the unit <br />costs for use of the City wastewater treatment facilities on <br />the basis of flow, BOD, TSS and any other pollutants, taking <br />into consideration the cost of treatment of such sewage, and <br />may increase or decrease such unit cost as often and in such <br />amounts as may reasonable be required to accomplish the <br />purposed of this section. <br /> <br />3. The City shall compute the amount due the City for sewer <br />user charges and render a statement thereof, at periodic <br />intervals, as directed by the Council, to the owner or occupant <br />of any premises using City wastewater disposal system <br />facilities. All amounts due hereunder shall be payable at the <br />office of the City Administrator or other designated location. <br /> <br />4. The City Administrator shall, in August of each year, <br />provide to the Council an internal audit report that will <br />address specific areas of concern including, but not limited <br />to, the need to generate sufficient revenue through user <br />charges to cover total operating and maintenance costs; the <br />necessity of maintaining a proportionate system of user charges <br />pursuant to the federal grant conditions, 40 CFR State Statute <br />Section 35,935~(13) (b); and the need to review the replacement <br />account to determine its proper level of funding. <br /> <br />1302.04 - CATEGORIES OF USERS <br />
